ITEM SUMMARY: The Planning and Zoning Commission has been working in conjunction with the Planning staff to review and revise Plan 2000. The review process, an update of the plan, included updating base studies and projections to identify current trends and conditions. After receiving updated base studies the Planning and Zoning Commission established subcommittees to review the goals and objectives included in the plan. Revisions recommended by these subcommittees were then reviewed by the Commission. FINANCIAL SUMMARY: N/A STAFF RECOMMENDATIONS: The Commission's recommendations are reflected in the enclosed draft goals and objectives. CITY ATTORNEY RECOMMENDATIONS: N/A SUPPORTING MATERIALS: I. M E M O R A N D U h TO: King Cole, City Manager FROM: Jim Callaway, Director of Planning DATE: December 10, 1987 SUBJECT: Council Concern Number 20, Goals for College Station DESCRIPTION OF ISSUE (REFERENCE, FACTS, EXAMPLES) The goals included in Plan 2000 were adopted by a previous Council under different conditions, particularly with respect to growth rates and the local economy. Additionally, these goals are not in the best form. Goals are typically stated as expressions of desired future conditions. The current goals are not all such expressions. Some are not attainable, others are so poorly worded that it would be impossible to determine if the goals were attained. GOAL A clear, understandable set of goals for College Station that are reflective of the Council's philosophy relative to growth and development related issues. OBJECTIVE Complete review of goals and objectives by P&Z. Schedule joint workshop between Council and P&Z to review draft goals and objectives prior to . Hold public hearings and meetings as necessary to ensure maximum public input. Adopt revised goals and objectives. TIME FRAME/TARGET DATES Base studies have been completed and presented to the Planning and Zoning Commission. Plan goals and objectives have been assigned to Planning and Zoning subcommittees for review and revision recommendations. Subcommittee reviews are 90% complete. Complete review of goals, objectives, compile preliminary or working goals ........................ 2 mos. Schedule Council -Commission workshop to discuss goals, growth issues ......................... 1 mo. Review growth and development related policies, prepare draft policies for Commission recommendations, Council Consideration, hold hearings............ 2 mos. (All times are approximate.) RECOMMENDED ACTION, ALTERNATIVES & RESOURCE REQUIREMENTS Joint workshop(s) between the Council and P&Z should be held to discuss revised goals and objectives. Public hearings should be held by the Council to allow direct public input. Planning staff will work with Public Information Office to develop proper notice and advertising of hearings. Care should be taken to ensure that goals and objectives represent the Council's philosophy when adopted as they will provided the basis for growth and development plans and policies. COUNCIL ACTION/INPUT Council will need to establish time(s) for joint workshop(s), hold public hearings and adopt goals after any necessary changes have been made. Council Concern Goals for College Station page 2 DRAFT GOALS AND OBJECTIVES PLAN 2000 UPDATE COLLEGE STATION PLANNING AND ZONING COMMISSION January 22, 1988 GOALS AND OBJECTIVES Goals and objectives provide the basis for the city's plan. The plan is a guide toward achievement of its goals; goals give direction in planning and decision making. Goals and objectives should reflect the Council's and the community's values. Goals are a description of a desired future state or condition for the City. They provide a long-range statement of intent, defining a position or achievement. Objectives are intermediate or short-range achievements or steps which lead to the overall goal. Objectives should be achievable. Objectives which are measurable or state a specific outcome proved benchmarks for evaluating plan implementation. The goals and objectives included in Plan 2000 have been reviewed. Committees comprised of members of the Planning and Zoning Commission have recommended changes to the various goals and their respective objectives in consideration of current trends and conditions. These recommendations have been reviewed by the Commission. Goals and objectives as revised by the Commission are as follows. CITY CHARACTER Goal: An Attractive community with a healthy, diversified economic climate. Objectives: 1. Guide and influence growth by appropriate means. Draft January 22, 1988 page 2 LAND USE Goal: Adequate, but not excessive, amounts of land for all necessary types of land uses arranged in an efficient, convenient, harmonious and ecologically sound manner. Objective: 1. Protect the integrity of single family residential areas. 2. Encourage the use of vacant land within the city limit's. 3. Avoid strip commercial development and encourage centralized commercial development. 4. Encourage controlled locations of industrial development through zoning and capital improvements. T RA R5 POR" THOROUGIff ARES Goal: Balanced development of all modes of transportation to assure the fast, convenient, efficient and safe movement of people and goods to, from and within the community. Objective: 1. Develop an organized preventative maintenance program for streets to ensure safety and long, economical life. 2. Provide for the development or redevelopment of major arterial routes as necessary to prevent traffic congestion. 3. Develop adequate, safe systems for pedestrian and bicycle movement. 4. Participate in development of a public transit system to serve the area's needs. 5. Cooperate with other local entities in efforts to minimize adverse effects of the railroad. 6. Support continued development of Easterwood Airport. Draft January 22, 1988 page 3 ECONOMIC DEVELOPMENT Goal: Sound economic development through diversification. Objectives: 1. Encourage industrial development compatible with the environment. 2. Encourage commercial development to serve the needs of the citizenry. 3. Encourage residential development. SERVICES AND PROGRAMS Goal: Services and programs that provide for the safety and welfare of all citizens and for the protection of their property. Objectives: 1. Maintain adequate personnel and equipment to provide police, fire and emergency medical services to the population. 2. Develop and maintain various programs and facilities, including but not limited to parks, recreational facilities, libraries and cultural programs. UTILITIES Goal: The quantity and quality of services needed to assure public health, safety and welfare; and to promote growth. Objectives: 1. Prepare for growth; develop surface water sources. 2. Upgrade reliability and constancy of electric services. 3. Provide for adequacy of sewerage. 4. Encourage improvement in telephone, natural gas and other privately owned services. 5. Develop solutions to abate flooding and drainage problems. 6. Utilize resources and utilities in City operations so as to Draft January 22, 1988 page 4 provide a model for citizen utilization. NG []ll adequate supply of housing with a wide variety of housing types. Objectives: 1. Maintain integrity of existing housing supply, using the housing code and other controls. 2. Upgrade minimum building codes to ensure quality construction. 3. Encourage the development of energy efficient standards for new construction. 4. Encourage the upgrading of deteriorating neighborhoods. 5. Encourage the development of diversified housing types for low/fixed income consumption. 6. Institute a building code review board to continually evaluate existing codes relative to advances in technology and materials. COMMUNITY APPEARANCE Goal: A beautiful, safe amenable environment. Objectives: 1. Improve the appearance of municipal properties. 2. Promote good site design to provide good appearance, minimize drainage impacts and increase pedestrian safety. 3. Develop solutions to abate flooding and drainage problems in the City. 4. Eliminate unsightly conditions such as junk yards, abandoned vehicles, dilapidated buildings;.and excessive weeds and rubbish.' 5. Develop community -wide pride in City appearance. Make effective use of citizens advisory committees to assist in decision-making on matters such as comprehensive plan development and amendment and capital improvement planning. 2. Encourage attendance and participation at public meetings. 3. Regularly provide adequate information to allow citizens to effectively participate in city government. ITEM SUMMARY: Council identified citizen input as important in the development of goals and growth policy. This item has been placed on the agenda to allow the Council and Commission to consider the appropriate type and amount of public input and participation for development and adoption of final goals and policies. FINANCIAL SUMMARY: N/A STAFF RECOMMENDATIONS: Staff will schedule notices, meetings, hearings, etc. in accordance with Council and Commission directions. CITY ATTORNEY RECOMMENDATIONS: N/A
