HomeMy WebLinkAbout1970-0672 - Ordinance - 02/23/1970ORDINANCE NO, 672 AN ORDINANCE AMENDING THE PLUMBING CODE, ORDINANCE NO. 511, BY ADDING CHAPTER 23A, MOBILE HOME PARK PLUMBING AND DRAINAGE SYSTEMS. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION, TEXAS: Ordinance No. 511 is hereby amended by the addition of the following: CHAPTER 23A MOBILE HOME PARK PLUMBING AND DRAINAGE SYSTEMS 23. A. 1 GENERAL 23. A. 1.1. Adherence to Code: Mobile park plumbing and sewage systems shall be designed and installed in accordance with the provisions of this Chapter and the installation requirements of this code. 23. A. 1.2. Prohibited Piping Installation: No gas piping, non-metallic drainage or vent piping, sewage disposal system or parts thereof, shall be located in any area where a mobile home may be parked, or a cabana, or other structure may be built. 23. A. 1.3. Plans and Specifications Required: Before any plumbing or sewage disposal facilities are installed or altered in any mobile home park, duplicate plans and specifications shall be filed and proper permits obtained from the City Plumbing Inspection Department. Plans shall show in detail: (A) Plot plan of park, property lines, driveways, existing or proposed buildings and the sizes of Mobile Home lots. (B) Complete specification and piping layout of proposed plumbing system or alteration. 23. A. 2. DRAINAGE AND VENT INSTALLATION 23. A. 2.1. Drainage Installation: Each Mobile Home lot shall be provided with a 3-inch I. P. S. male or female threaded connection extending above the surrounding grade from a 3-inch, minimum size, vented "P" trap. Traps shall be located with reference to the immediate boundary lines of the designated space or area within each trailer site that will actually be occupied by the trailer. Each such trap shall be located in the rear third quarter section along the left boundary line of the trailer parking area. Each trap inlet connection shall be protected at grade by a concrete pad not less than 8 inches thick and 18 inches square, and with the top rounded up to the level of the inlet. No trap shall be more than 24 inches below grade. Each trap inlet connection shall be effectively capped with a screw type cap or plug when not in use. VA� 458 Ordinance No. 672 Page 2 23. A. 2. 2. Mobile Home Drainage Connectors: Connectors from Mobile Home drain to trap inlet shall be of sanitary semi -rigid pipe installed so that there is no trap in the connector. 23. A. 2.3. Materials: All traps, risers from traps, horizontal vents and the first five (5) feet from the trap on each trap branch shall be of materials approved for underground use within a building; provided, however, that an approved type non-metallic pipe with Elastomeric Compression type joints may be used for the balance of the system when not under any Mobile Home or any possible future building site. 23. A. 2.4. Wet Vents: Drainage systems may be wet vented as set forth in this section of the code. 23. A. 2. 5. Location and Size of Vents: Each wet vented drainage system shall be provided with a vent not more than 15 feet downstream from its upper trap, and long mains shall be provided with additional relief vents at intervals of not more than 100 feet thereafter; the minimum size of any vent serving a wet vented system shall be not less than 3 inches in diameter and it need not be larger than 4 inches in diameter. See Figure C . 23. A. 2. 6. Prohibited Wet Vents: The drainage system of any building shall not discharge into a wet vented line. No building or house sewer shall serve as a wet vent. 23. A. 2. 7. Vent Supports and Protection: Vents shall be securely fastened to 4 X 4 redwood post or have equivalent support. Galvanized iron or galvanized steel vents may be anchored in a substantial concrete base extending not less than 12 inches above the junction with the cast iron pipe or fitting. Galvanized vent pipe, steel or iron, may extend below ground vertically and may directly intersect a drainage line, providing the entire section around the vent pipe and drainage line is encased in concrete, shall first be coated with bituminous paint or equivalent protective material. 23. A. 2. 8. Size and Location of Clean Outs: Cleanouts shall be provided at the upper end of each horizontal drainage line and at intervals of not more than 50 feet thereafter. Each cleanout shall be brought up to grade and made readily accessible. Cleanout fittings shall not be less than the size of the pipe except that none need be larger than 4 inches. 23.A.2. 9. Pipe Sizes: For the purpose of determining pipe sizes, each Mobile Horne connection shall be assigned a waste loading value of 6 fixture units and each Mobile Home Park drainage system shall be sized as provided in Paragraph 23.2.10. 3 r 3 Ordinance No. 672 Page 3 23. Consult Plumbing Inspector. 23.A.3. WATER DISTRIBUTING SYSTEM: 23.A.3.1. General Requirements & Materials: Each Mobile Home Park water distributing system shall conform to the requirements of Chapter 19 and shall be so designed and maintained as to provide a residual pressure of 20 P. S.1. at each mobile home lot under normal operating conditions. (a) Except pipe used for water main or water service line may be Class 200 P. V . C . (SDR -21-) Solvent Weld or Bell type joints with rubber rings. (b) Approved for Potable Water: All pipe and fitting shall meet the specifications for potable water of the National Sanitation Foundation Testing Laboratory, Inc. , and conform with the applicable ASA, ASTM, or commercial standard as developed. (c) Solvent weld joints may be used on the smaller size of Pipe - 3/4" - 1 1/4" Bell type joint with rubber rings shall be used on all pipe over 1 1/4" with the rubber ring conforming to ASTM D 1869-63T specifications. (d) The bell shall be an integral and homogeneous part of the pipe and shall be a maximum ratio of O. D. to wall thickness of 21:1 in the bell and ring groove as well as the barrel of the pipe to provide a minimum pressure rating of 200 P. S. I. throughout; the pipe and joint. The minimum wall thickness at the bell joint shall be: 1 1/2" 2" 2 1/2" 311 411 6" .129" .156" .184" .219" .277" .395" Ordinance No. 672 Page 4 (e) Pipe and fittings shall be made from clean, virgin, NSF approved, Type I, Grade 1 ( PVC 1120) PVC, conforming to ASTM resin specification D 1784-65T. Pipe shall be pressure rated at hydrostatic working pressures of 200 P. S. I. at 73.40 F, and shall meet requirements as set forth in Commercial Standard CS 256-63 with standard dimension Ratio SDR 21. (f ) In addition to the above requirements, pipe must conform to the following tests, conducted at 73.40 F: Quick Burst Test: In accordance with ASTM 1599-62T, a sample shall withstand without failure a pressure of 640 psi (8, 000 hopp tensile stress ) applied in 60 to 90 seconds. Sustained Pressure Test: A sample shall withstand without failure for 1, 000 hours a pressure of 400 psi (5, 000 hoop tensile stress) in accordance with ASTM 1598-63T. Acetone Immersion Test: After two hours immersion in a sealed container of anhydrous (99. 5% pure) acetone, a 1" long sample shall show no visible spalling or cracking. (Swelling or softening is not a failure). In accordance with ASTM 2152-63T. Vise Flattening Test: Place between two flat parallel plates a 2" long ring, and compress in less than one minute to 100% flattening. There shall be no evidence of splitting or shattering. Drop Impact Test: A single impact load from a freely falling missile having a 1/2" diameter rounded 1" long nose shall be impacted on a 6" long horizontally placed specimen sample. No shattering or splitting ( denting is not a failure) shall be evident when the following energy is imposed: Nom. Size 1 1/2" 2" 2 1/2" 3" 4" 6" Foot/Lbs. 24 34 43 57 86 180+ (g) The pipe shall be homogeneous throughout and free from cracks, holes, foreign inclusions or other defects. The pipe shall be as uniform as commercially practical in color. (h) The pipe shall be shipped with one coupling factory applied on the small pipe. Pipe shall have a ring painted around the uncoupled end in such a manner as to allow field checking of setting depth of pipe in the socket. This requirement is made to assist construction superintendents and inspectors in visual inspection of pipe installation. If belled -end pipe is specified, the same ring shall be painted around the male end of the pipe. Ordinance No. 672 Page 5 (i) Pipe must be delivered to job site by means which will adequately support it, and not subject it to undue stresses. In particular, the load shall be so supported that the bottom rows of pipe are not damaged by crushing. Pipe shall be unloaded carefully and strung or stored as close to the final point of placement as is practical. (j) The workmanship, pipe dimensions and tolerances, outside diameters, wall thickness, eccentricity, sustained pressures, burst pressures, flattening, extrusion quality, marking and all other requirements of Commercial Standards CS 256 shall be conformed with in all respects. (k) The PVC pipe and fitting shall bear the National Sanitation Foundation (nSf) seal of approval. (1) PVC Fittings: General: Fittings shall be of the same material as the pipe, and in no case shall have thinner walls than that of the pipe furnished. Preference will be given to the use of extruded fittings. Where molded fittings must be used, they shall be equal to those produced by the Sloane Manufacturing Company. The dry fit of fittings and coupling sockets must be snug. If the fit is such that it is loose, the pipe and/or fittings should be rejected as faulty because of improper size. Building up the joint to overcome a loose fit with multiple layers of filler solvent will not be permitted. PVC Couplings: The 3/4" PVC coupling may be of the molded type. The 1" through 1 1/4" must be of the extruded type, designed to be interference fit for at least one-half of the socket depth. They shall have a beveled entrance to prevent the wiping off of the solvents on male end while being installed. The following will be considered the minimum socket depth for PVC couplings: SIZE SOCKET 3/4" 1.000 1 " 1.600 1 1/4" 1.600 The wall thickness of the PVC couplings shall be equal to SDR 17 pipe or shall be 0.10 of an inch thick, whichever is greater. Ordinance No. 672 Page 6 Elbows: Preferably these fittings shall be long radius bends with minimum walls equal to that of the pipe joining or shall be 0.10 of an inch thick, whichever is greater. Tapered welding sockets shall be equal to those required for couplings. Standard elbows as manufactured by Sloane Manufacturing Company shall be acceptable. Mechanical Joint Adapters: It is contemplated that valves 2" and larger may be specified mechanical joint. AWWA, IBBM, DD, NES, and in such event PVC Mechanical Joint Adapters, shall be furnished. They are to be made up of Schedule 80 PVC at least 12 inches long. One end shall be built up to an O. D. equal to that required by the mechanical joint fitting. Service Tees: Smaller than 2" service tees shall be a molded type fitting equal to Sloane Manufacturing Company. The 2" service tees and larger shall be tapped couplings. These couplings shall be similar to the line couplings with equal socket depth, and in addition, shall be made with regular pipe section welded in the middle for a stop and extra strength. The area around the tapped outlet shall be reinforced with a weld -on saddle, if necessary. The construction of the coupling shall be adequate for securing the corporation stop without the possibility of splitting or cracking around the tapped hole. Depth of threads shall not be less than 5/8". Male Adapters: They shall be of the heavy-duty type, be made of extruded Schedule 80 pipe and have socket depths equal to the coupling. All threads shall be iron pipe size and be sized for a tight fit. Extra heavy duty adapters shall be used wherever possible. Tees: They shall be a molded fitting such as made by Sloane Manufacturing Company. It is recommended that a deep socket adapter be installed in each outlet by the pipe manufacturer or by the contractor at least 24 hours before field installation. The deep socket adapter shall have a socket depth equal to the coupling. It is required that deep socket adapters be used whenever there is a possibility of a beam stress which may weaken welded joint. Deep Socket Adapters: A deep socket adapter is a PVC fitting which is IPS O. D. by PVC deep socket. The socket and wall must be equal to the coupling requirements. Installation should be made by the pipe manu- facturer or the contractor at least 24 hours before field installation. It is used to convert standard shallow sockets to a deep socket. (m) PVC Welding Solvents: All PVC welding solvents shall conform to ASTM D-2564-66T specifications and be approved by National Sanitation Foundation for potable water usage. The PVC welding solvent shall be compounded to conform with the socket fit and the weather conditions at the time of installation and be such as to assure a weld of maximum strength. 01.763 Ordinance No. 672 (n) PVC Pipe Laying: Page 7 General: Only competent men at laying plastic pipe shall be employed on this phase of the work, and complete suitable equipment necessary for the execution of same is required. Any incompetency observed by the Plumbing Inspector must be removed at his request. The pipe, fittings, and valves shall be placed in the trench with care. Under no circumstances shall pipe or other materials be dropped or dumped into the trench. The pipe shall not be dragged in a manner which would cause scratching of the pipe surface. An excessive amount of scratching on the surface of the pipe will be considered cause for rej ection. The pipe shall be snaked into the trench, either employing the natural snaking tendency or'.the pipe shall be laid from one side to the other on alternate lengths. Pipe Cleaning During Laying Operations: All joints and the male end of the pipe shall be free of foreign matter. At the termination of pipe laying, the open end of the pipeline shall be closed off by a suitable cover until laying operations are resumed. Inspection of Materials During Construction: Any materials not meeting the specifications, or obviously faulty material, shall be rejected by the Plumbing Inspector and removed from the job site by the Plumbing Contractor. At the option of the Plumbing Inspector, joints may be cut from the pipeline for inspection. No more than two joints of each pipe size laid shall be cut out in any one day for inspection unless a joint examined proves unsatisfactory to the engineer. In case of an unsatis- factory joint, joints shall be cut out of the line and examined until two consecutive joints examined prove satisfactory. Solvent Welded .joints: All dirt, dust and moisture shall be removed from the surfaces to be welded. Solvents are to be applied with a non - synthetic bristle brush of proper width. Solvent and/or filler solvent shall be applied in a method recommended by the pipe manufacturer or approved by the engineer. Solvent weld joints shall be given at least 15 minutes set-up curing time before moving or handling. No pipe or fittings shall be joined when the temperature is below 25 degrees or above 90 degrees F unless the method is specifically approved by the Plumbing Inspector. Ordinance No. 672 Page 8 PVC Thread Sealant: This material shall be Liquid O-Ring or approved equal. Breaks in Pipe or Joints: Shall be repaired to the satisfaction of the Plumbing Inspector and at the expense of the Plumbing Contractor. Cutting Pipe: All cutting of the pipe shall be done in a neat working like manner and without damage to existing or new lines. A fine tooth saw, tubing cutter or similar tool may be used to cut the pipe. Cut must be square and ragged edges removed with a cutting tool and/or file. Trench Width and Cover: The trench width shall be a minimum of three times the nominal diameter of the pipe. All pipe shall be laid with a protective cover. Bed and Cover: Each section of pipe in the trench shall rest upon the pipe bed for the full length of its barrel. The bottom of the trench shall be free from rocks, clods, or other sharp -edged objects. The subgrade upon which the pipe is placed shall consist of material suitable for supporting the pipe without excessive settlement or stress development. If the pipe is to be laid in a trench having a rock bottom, three inches of sand or other suitable bed material shall be prepared before the pipe is lowered into the trench. Backfilling shall be carefully placed to avoid dropping rocks or large clods on the pipe. All backfill within six inches of the pipe shall contain no stones larger than one inch. Service lines and laterals must be assembled so that no strain is placed on the pipe during or after backfill operations. After laying of the pipe is completed, it shall be center loaded with backfill to prevent arching and whipping under pressure. Center loading should be done carefully so that joints will be completely exposed for examination during testing, unless conditions warrant complete backfill before testing. (o) Hydrostatic Tests: All tests and testing equipment shall be provided by the Plumbing Contractor at no cost to the owner. Prior to performance of the test, all air shall be expelled from the pipeline to the satisfaction of the Plumbing Inspector. This may be accomplished by means of air relief valves, blowoff valves, hydrants, or other means. If required, taps shall be made at high points. Such taps shall be plugged after testing is completed. Ordinance No. 672 Page 9 After the pipe has been laid and center loaded, or backfilled, if conditions warrant complete backfilling, a test pressure of not more than 30% above systems anticipated working pressure may be applied. After the specified pressure has been reached, the pump shall be stopped and all exposed pipe, fittings, valves, hydrants, joints, and appurtenances examined for leaks. Any visible leaks shall be repaired. The installation will be considered acceptable when the specified test pressure has been maintained without loss for a period of not less than two hours or until the Plumbing Inspector has inspected and approved the test section, whichever is longer. (p) Removal of Air: In the event air is admitted to the pipeline after being expelled for the hydrostatic tests, such air shall be removed prior to completion of the system and acceptance by the owner. The air may be removed by the methods described herein. In no case, shall the system be placed in operation prior to the removal of the air. (q) Service Connections: All service connections shall be made by means of tees, tapped couplings and other approved fittings. The use of plastic saddles will not be permitted. Wherever possible, corporation stops shall be placed in plastic lines before conducting hydrostatic tests. 23. A. 3.2. Size of Supply Connection: Each Mobile Home lot branch water supply connection shall be not less than 3/4 diameter. A matching cap or plug shall be provided to seal the water inlet when not in use, and shall be attached with a substantial chain. 23. A. 3.3. Protection from Cross Connections: An approved pressure type vacuum breaker and spring loaded check valve shall be installed on the water supply branch at, or near, the Mobile Home connection. See Figure A. 23.A.3.4. Relief Valves: An approved pressure relief valve shall be installed immediately on the discharge side of each vacuum breaker and check valve. See Figure A. Each pressure relief valve shall be equipped with a full size drain with the end of the pipe not more than 2 feet nor less than 6 inches above ground and pointing downward. Such drain may terminate at other approved locations. No part of such drain may be trapped. No shut-off valve shall be installed between a relief valve and the Mobile Home it serves. 23. A. 3. 5. Shut Off Valve: A gate valve shall be installed immediately upstream from the combination vacuum breaker and relief valve. See Figure A. 23. A. 3. 6. Ditch: Water pipe shall be installed in a separate ditch. 23. A. 4. INSPECTION: 23. A. 4.1. Testin : Installations shall be tested and inspected as required by the installation requirements of this code. Ordinance No. 672 23.A.5. RESPONSIBILITY: Page 10 23. A. 5.1. Code Violations: When it is evident that there exists, or may exist, a violation of any pertinent regulation, the owner, lessee, operator, person in charge of the park, or any person in causing a violation, shall immediately disconnect the Mobile Home water supply and sewer connection from the respective park systems and shall employ such other corrective measures as may be ordered by the City Plumbing Inspector. 23. A. 5.2. Maintenance: All required devices or safe guards shall be maintained in good working order. The owner, operator, lessee, or his designated agent shall be responsible for their maintenance.
