AGENDA ITEM NO. 1: Call to Order.
Chairman Brick called the meeting to order at 3:05 p.m.
AGENDA ITEM NO. 2: Hear Visitors
There were visitors available to speak with the Board on Agenda Item No. 4 and Agenda Item No. 5.
AGENDA ITEM NO. 3: Consideration, discussion, and possible action to approve meeting
Minutes.
Board Member Denton motioned to approve the meeting Minutes, from October 6, 2014. The motion was
seconded by Board Member Batenhorst and was approved (7-0).
AGENDA ITEM NO. 4: Presentation, possible action, and discussion regarding a Bike
Share Program.
Dr. Teresa Qu's PLAN 674: Transportation Systems Analysis class was available to share their
research and finding on their Bike Share Travel Demand Analysis.
Board Member Boatcallie asked if the projected results versus the actual results with the existing
program showed any anticipated results.
Dr. Qu explained that there is no true comparison between the projected and actual results of
the study because of the short and long term trips. However, bike sharing has quadrupled in the
year 2014.
Board Member Lasley asked if the optimal solution to biking was found to be round trip biking or
a one-way program.
Dr. Qu explained that a one-way program is more convenient, but round trip biking makes more
sense.
Mr. Boatcallie asked how the group proposes to balance too many or not enough bikes at stations.
Dr. Qu stated that the study proposed 19 stations which should make the program workable and
keep the bike distribution even.
Board Member Shafer asked how the class determined their attractor and generator locations for
the analysis.
Dr. Qu said that the locations were based on a 2012 report done on this area and also based on
the functionality of the area.
Board Member Lasley asked if any estimations were taken into account based on future
developments planned for the Northgate area.
Dr. Qu stated that the class used the available data for new and planned developments in that
area for the study.
Mr. Lasley asked that other areas be studied for a Bike Sharing Program.
Chairman Brick asked if the Board could be presented with a cost to do a city-wide feasibility
study for a bike share program.
AGENDA ITEM NO. 5: Presentation, possible action, and discussion regarding the Draft
2040 Metropolitan Transportation Plan and Bicycle and Pedestrian Strategies.
Brad McCaleb was available to share an update on the 2040 Metropolitan Transportation Plan;
the proposed Memorandum of Understanding for a regional bicycle and pedestrian infrastructure
coordination program; and an adopted funding policy for bicycle and pedestrian only projects..
Mr. Boatcallie asked if the proposition one projections for funding are still accurate.
Mr. McCaleb explained that they are still accurate.
AGENDA ITEM NO. 6: Presentation, possible action, and discussion regarding Plan of
Work.
This item was tabled due to time constraints and will be presented at a later meeting.

SUBJECT: Existing Bicycle and Pedestrian Standards Contained in the Non -Residential
Architectural Standards
Item: Presentation, possible action, and discussion regarding existing bicycle and pedestrian standards
contained in the non-residential architectural standards.
Background: An item within the 2014 Planning & Zoning Commission Plan of Work included a review of
the existing Non -Residential Architecture (NRA) Standards contained in the Unified Development
Ordinance (UDO) to evaluate if updates are needed to reflect current practices and allow more flexibility
in design. Staff has held multiple workshop meetings with the Commission, local architects, and the
development community to summarize the existing standards and seek input on potential revisions.
Though non -architectural types of standards are contained in the NRA section, the impetus for the
changes largely relate to concerns about the effect the requirements have on building design.
As the amendment would alter howthe bicycle and pedestrian standards applyto projects subjectto NRA,
the UDO requires the Bicycle, Pedestrian, and Greenways Advisory Board to provide a recommendation
regarding the ordinance to the Planning & Zoning Commission. As ordinance language has not been
drafted yet, the purpose of this item is to provide an overview of the existing bicycle and pedestrian
standards and outline the anticipated approach to the revisions. An item to consider proposed revisions
will be scheduled for a future Board meeting, likely in March.
The NRA Standards were initially implemented in 2003 with the adoption of the UDO and expanded in
2004 to their current scope. The Northgate districts are exempt from the NRA standards as they have their
own architectural, bicycle, pedestrian, and other zoning requirements. Changes proposed with this will
only seek to revise NRA Standards and will not change any of the standards for the Northgate districts.
Included below is a summary of the bicycle and pedestrian standards contained in the current NRA
Standards:
Summary of Bicycle and Pedestrian Standards Contained in the NRA Standards
Applicability — The Non -Residential Architectural (NRA) Standards section applies to the development,
redevelopment and fayade changes to all non-residential buildings with the following specific exceptions:
• Zoning: Developments in the following zoning districts are exempt from the requirements: BPI
Business Park Industrial, M-1 Light Industrial, M-2 Heavy Industrial, R&D Research & Development,
NG -1 Core Northgate, NG -2 Transitional Northgate, NG -3 Residential Northgate, and BP Business Park
is also exempt except for the buildings along the periphery of a BP district.
• Uses: These uses are exempt from the requirements regardless of the zoning district in which they
are located: Churches, Primary & Secondary Educational Facilities (schools), Municipal Industrial
Facilities, and private utility buildings that are screened from public or private rights-of-way.
Bicycle Facilities —
• Number Required
o Each building is to have bike racks capable of storing at least 4 bicycles.
o Multi -tenant centers that have over 50,000 gross square feet must have bike racks for at least
8 bicycles and no tenant entrance is to be farther than 150 feet from a bike rack.
o In the newly adopted MU Mixed -Use district, there must be bike facilities for at least 1 bike
per 15,000 square feet of non-residential use and one for every 2 dwelling units.
• Design
o The minimum pad area for bike facilities is 9 feet by 6 feet.
o Bike racks are to have at least 3 feet of separation from buildings, landscaping, and other site
features or conflicts.
Bike facilities must support a bicycle frame at two points. The City's Site Design Standards
specify an inverted U bike rack as the standard to be provided.
Pedestrian Facilities —
• In developments and building plots over 50,000 gross square feet, pedestrian walkways of at least 5
feet in width are to connect the public street sidewalks, transit stops, parking areas, and other
buildings. Walkways within a parking lot are to be clearly designated using brick pavers or stamped
dyed concrete pattern.
• In developments and building plots over 50,000 gross square feet, a 10 -foot sidewalk is required along
the full front of any fayade facing a public right-of-way. Pad sites of a development are exempt from
this requirement.
• In developments and building plots over 150,000 gross square feet, a plaza area of at least 500 square
feet is to be provided that provides 3 different types hardscape elements such as seating or landscape
planters.
• In SC Suburban Commercial districts, pedestrian connections are to be provided to adjacent
residential areas.
• In the newly adopted MU Mixed -Use district, sidewalks of at least 8 feet are to be provided along all
public rights-of-way, streets, and public ways adjacent to and within the development.

SUBJECT: Trail Project Priorities
Item: Presentation, possible action, and discussion regarding Trail Project Priorities.
Background: This item is before the Board to review and update trail project priorities for FY16. Trail
projects are currently prioritized based on the methodology used during the creation of the Bicycle,
Pedestrian, and Greenways Master Plan. This list was reviewed last year based on their short (0-10 years),
near (11-20 years) and long term (21-30 years) prioritization. All projects were reviewed and a top 3 list
was determined based on the following criteria:
1. Ownership— Higher priority to City owned property or existing easements
2. Immediacy of Development in the surrounding area — Higher priority to areas where residential
development will occur in the next few years
3. Otherfactors considered:
a. Safety
b. Connectivity to Schools and Parks
c. Regional Connectivity
