Special City Council Minutes
April 9, 1980
4:00 P.M.
MEMBERS PRESENT:
Mayor Bravenec, Councilmen Ringer, Boughton, Dozier, Halter, Jones,
Adams, City Manager Bardell, City Engineer Ash, City Planner Mayo,
City Secretary Schroeder, Community Development Planner Kee, Housing
Programming Coordinator Styles, Assistant Engineer Smith, Chief
Accountant Piazza, Assistant City Manager, Finance Van Dever
MEMBERS ABSENT: none
VISITORS PRESENT: See guest register
Agenda Item No. 1--Consideration of renmm~ng Dexter Park.
Councilman Halter moved to rename Dexter Park for Fred Brison.
Councilman Boughton seconded the motion, which passed unanimously.
City Manager Bardell and Mayor Bravenec were directed to write a resolution renaming
Dexter Park for Mr. Brison.
Agenda Item No. 2--Consideration of a resolution concerning ballot serial numbers
for the joint City/School election.
City Secretary Schroeder explained the requirement for the resolution.
Councilman Halter moved to adopt resolution 4-09-80-2.
Councilman Boughton seconded the motion, which passed unanimously.
Agenda Item No. 3--Canvassing of election returns.
City Secretary Schroeder reviewed the final outcome of the election results, which
were covered in resolution 4-09-80-3.
Councilman Adams moved to adopt resolution 4-09-80-3.
Councilman Jones seconded the motion, which passed unanimously.
Agenda Item No. 4--Swearing in of new Council members.
Mayor Bravenec swore in Roy Kelly, Councilma~Place I and Gary Halter, Mayor.
Mayor Halter thanked Councilman Adams and Mayor Bravenec for their service and
presented them with plaques and composite pictures of the Council.
Mayor Halter swore in Bob Runnels, Councilman, Place II, and presented Councilmen
Kelly and Runnels with City Council badges.
Mayor Halter swore in Councilmen Boughton and Dozier for additional terms of office.

A~enda Item No.5--Consideration of a proclamation concerning Brazos de Dios Day.
Former Mayor Bravenec presented Judy Rychlik, past Chamber President, with a plaque
for meritorious service.
Mayor Halter then read the resolution and signed it.
Agenda Item No.6--A public hearing to consider assessment of abutting property
owners on Eisenhower~ Thomas~ Sterling, Pe~ton and Poplar Streets.
Mayor Halter opened the public hearing.
Lucian Morgan, 804 Pershing, stated he was previously told that he would not be asked
to pay for the street.
W.T. Gilbert said he and his mother, Gertrude Love, were both being assessed and
spoke against the assessment.
Irene Kuvlesky said that she, like Mr. Morgan, had understood that the developer was
responsible for street paving.
Mrs. Lelend Carlson asked questions of the Council.
Robert Petit, whose parents are being assessed, asked about access to the homes
during construction.
Lucille Young asked if Peyton Street would go all the way to Poplar. City Engineer
Ash told her no. She believes that if the city needs part of her lot for construction,
she should be paid for it.
Mrs. Charles Freeman asked how and when the assessment would have to be paid. City
Tax Assessor-Collector Schroeder said that it should be paid in full when the street
is accepted, or that arrangements could be made with 8% interest.
Thelman Harris, 302 Sterling, spoke against the assessment, saying he would not pay.
Mayor Halter stated that in two to three years, Sterling Street could be paved with
Community Development Funds. He stated that the staff would work it out.
Mayor Halter closed the public hearing.
Agenda Item No.7--Closed session to consider personnel.
The Council moved to closed session and later opened to the public.
Agenda Item No. 8--Adjourn.
Mayor Halter declared the meeting adjourned.
