WORKSHOP CITY COUNCIL MEETING
August 27, 1980

Item No. 1 was delayed until Councilman Jones could join the meeting.
Agenda Item No.2--Public Hearing concerning repro~rammin~ of 1979 Community
Development Funds.
Community Development Planner Kee explained the need for reprogramming funds
from the Churchill project to complete Detroit and Nevada Streets.
The Public Hearing was opened and closed when no one spoke.
Agenda Item No.1--Council Concerns.
Mayor Halter read a resolution from Corpus Christi thanking the residents for
their help during Hurricane Allen. The resolution is hereby attached to the
minutes.
City Tax Assessor-Collector asked if the Council had anything that they would
like to re]~y to the Tax Appraisal District Board meeting to be held this
evening. The Council will discuss joining the district office at the next
regular meeting.
Agenda Item No.3--Presentation by the Parks and Recreation Board concerning park-
land dedication and the proposed comprehensive plan.
David Hill, chairman of the Parks Board, explained the Board's recommendations
to the Council concerning maintenance of parks, size of staff, parks budget
(including the proposed bond issue), parks office space, joint development of
facilities and equipment with CSISD, and the parkland dedication ordinance.
He then answered questions of the Council.
Agenda Item No.4--Consideration of long range goals and objectives for Plan 2000.
City Planner Mayo explained the list of long range goals and objectives'and asked
for Council reactions to the list for the present and the future.
Questions concerning controlled growth were raised and several alternatives
presented. Housing objectives and interest rates were discussed. O~99~

Enclosed is a copy of Resolution No. 15706, passed and approved
by the City Council of the City of Corpus Christi on August 13,
1980.
This resolution expresses the sincere appreciation of the City
Council on behalf of the citizens of Corpus Christi for the
hospitality extended to the numerous citizens of our City by
your City. Refuge provided for our citizens and generous gifts
of assistance and cooperation during the crisis that occurred
when Hurricane Allen struck our City was most welcome and
generous.
It is heartwarming to know that the cities of Texas cooperate
with each other in such times of need, and I would like to take
this opportunity to assure you that the generosity of your
citizens and the cooperative attitude of your City will long be
remembered.
Again, our deep appreciation for your assistance in our time of
need.

A RESOLUTION
EXPRESSING APPRECIATION OF THE CITY COUNCIL IN BEHALF
OF THE CITIZENS OF CORPUS CHRISTI TO THE CITIES AND
COMMUNITIES OF TEXAS FOR THE COOPERATION, ASSISTANCE
AND HOSPITALITY EXTENDED TO THE HURRICANE ALLEN
REFUGEES DURING THE RECENT EMERGENCY; AND DECLARING
AN EMERGENCY.
WHEREAS, because of the imminent threat of disaster posed by
Hurricane Allen to the Coastal Bend area on August 9 and 10, 1980, tens of
thousands of residents of South Texas and the City of Corpus Christi sought
refuge and safety of the inland cities and communities of Texas; and
WHEREAS, the local governments and officials of the inland cities
and communities of Texas contributed greatly to the welfare, comfort and
peace of mind of our many citizens and residents by the most generous exhi-
bition of aid and hospitality during such time of emergency and crisis; and
WHEREAS, it is the sincere desire of this City Council of the City
of Corpus Christi that said inland cities and communities of Texas be informed
of our expression of thanksgiving;
NOW, THEREFORE, BE IT RESOLVED:
SECTION 1. That in the name of the citizens of this community the
City Council hereby extends to the inland cities and communities of Texas and
to the public officials and private citizens thereof, our most sincere apprec-
iation and heartfelt thanks for the generous gifts of assistance, cooperation
and hospitality which, without doubt, was a great contribution in helping our
community to face the crisis presented by Hurricane Allen.
SECTION 2. That this resolution be spread upon the minutes and that
the City Secretary mail to each city council of the inland cities and communi-
ties of Texas a copy of this resolution.
SECTION 3. That the necessity to recognize the assistance and hos-
pitality extended to the Hurricane Allen refugees during the recent emergency
by the inland cities and communities of Texas at the earliest possible date
creates a public emergency and an imperative public necessity requiring the
suspension of the Charter rule that no ordinance or resolution shall be
passed finally on the date of its introduction but that such ordinance or
resolution shall be read at three several meetings of the City Council and
the Mayor, having declared that such emergency and necessity exist, having
requested the suspension of the Charter rule and that this ordinance be
passed finally on the date of its introduction and take effect and be in
full force and effect from and after its passage, IT IS ACCORDINGLY SO
RESOLVED, this the /.~ ~-_ day of August, 1980.

For the reasons set forth in the emergency clause of the foregoing ordinance, a
public emergency and imperative necessity exist for the suspension of the Charter
rule or requirement that no ordinance or resolution shall be passed finally on
the date it is introduced, and that such ordinance or resolution shall be read
at three meetings of the City Council; I, therefore, request that you suspend
said Charter rule or requirement and pass this ordinance finally on the date it
is introduced, or at the present meeting of the City Council.
