MEMBERS PRESENT: Mayor Bravenec, Councilmen Ringer, Boughton, Dozier, Halter, Jones, Adams, City Manager Bardell, City Engineer Ash, City Planner Mayo, City Attorney Lewis, Community Development Planner Kee, Assistant Planner Longley, City Secretary Schroeder MEMBERS ABSENT: none VISITORS PRESENT: See guest register Agenda Item No.1--Approval of minutes. Councilman Halter moved approval of the minutes as read. Councilman Boughton seconded the motion, which passed unanimously. A~enda Item No.2--Hear Visitors. No one spoke. A§enda Item No.3--Consideration of a resolution honorin~ Fred Brison. Councilman Ringer moved to authorize the mayor to sign the resolution. Councilman Halter seconded the motion, which passed unanimously. The Mayor then read the resolution to the public. Agenda Item No. 4--Consideration of establishment of Just Compensation for property to be acquired with C.D. Funds. Community Development Planner Kee asked for authorization to offer Mrs. Opal Meyers $2000 and College Station, NO. 17, LMTD. $4725 for land to acquire a drainage easement. Councilman Halter moved approval for authorization. Councilman Jones seconded the motion, which passed unanimously. Agenda Item No. 5--A public hearin~ on the question of rezonin§ a 2.8 acre tract located approximately 300 feet east of Texas Avenue and 200 feet north of Brentwood Drive from Apartment Buildin~ District R-4 to General Commercial District C-1. The application is in the name of Mrs. Laura E. Simek. City Planner Mayo presented and explained the plat and stated that the P&Z and the staff both recommended the rezoning. The Public Hearing was opened and Gerald Farrar said he was the buyer and was trying to develop this and an adjoining tract. He answered questions of the Council. Councilmen Ringer moved to rezone the tract C-l, creating Ordinance No. 1201. Councilman Boughton seconded the motion, which passed unanimously. Agenda Item No.7--Consideration of an ordinance abandonin~ the Ri~ht-of-Wa~ on Sterlin~ Street. Councilman Boughton moved to abandon the right-of-way, creating Ordinance No. 1202. Councilman Jones seconded the motion, which passed unanimously. Agenda Item No. 8--Consideration of a Juvenile Division Unit Grant for the Police Department. City Manager Bardell explained the resolution for application. Councilman Ringer moved approval of the resolution. Councilman Boughton seconded the motion, which passed unanimously. Agenda Item No.9--Closed session to discusspendin~ litigation, personnel and land acquisition. The Council moved to closed session, and later opened to the public. Agenda Item No.10--Action on closed session items. Councilman Ringer moved to authorize the staff to make offers for land on Holleman and waive the paving assessments where necessary. Councilman Halter seconded the motion, which passed unanimously. Councilman Halter moved to appoint Steve Biles to the Parks and Recreation Committee. Councilman Boughton seconded the motion, which passed unanimously. Councilman Ringer moved to appoint Ann Loupot Daughety and Gale Waggoner to the Zoning Board of Adjustment. Councilman Halter seocnded the motion, which passed unanimously. Councilman Jones moved to appoint Skip Coody to the Structural Standards Board. Councilman Halter seconded the motion, which passed unanimously. Councilman Jones moved to file a record at the Courthouse concerning John Garner's lot on Thomas. Councilman Boughton seconded the motion, which passed unanimously, Councilman Ringer abstaining. Councilman Adams moved to pay Walter Bradley for damages to his home caused by a clogged sewer trap. The amount is $166.50 Councilman Jones seconded the motion, which passed unanimously.
