MEMBERS PRESENT: Mayor Halter, Councilmen Ringer, Boughton, Kelly, City Manager Bardell, City Planner Mayo, Assistant City Manager, Finance Van Dever, Tax Assessor-Collector Schroeder MEMBERS ABSENT: Councilmen Dozier, Jones, Runnels VISITORS PRESENT: See guest Register Agenda Item No. 1--Council Concerns. Councilman Boughton presented a picture of the first City Council to the City for the archives. Mayor Halter, recently returned from Korea, suggested that as a symbol of friendship the CitiDs of College Station and Gumi exchange native trees. Agenda Item No. 2--Discussion of airport and transit concerns. City Manager Bardell listed problems associated with Easterwood Airport including the runway length and strength, the commercial terminal inadequacies and the problems of basing the general aviation in the commercial terminal. City Manager Bardell and the City Council members discussed funding problems because A&M can't use state funds to support Easte~ood and the city sees the airport as it presently is as insufficient for its present needs. D.D. Williamson, of the State Highway Department, presented alternatives to the present system. These were to create a non taxing authority with a board of five members who will accept a lease on the airport from the two cities and the county. ~r. Williamson asked for legal help in drawing up the papers for the suggested alternative and was told that City Attorney Denton would be available to help him. He also stated that private funds are waiting to improve the terminal once it is under this new authority. City Manager Bardell asked if the authority should have taxing ability or not. The Council decided that the taxpayers would support it either way, and not to give it taxing authority. He also discussed the possibility of setting it up under a management firm. Mr. Williamson then discussed mass transit and said that the state had funds which were readily available because of a backlog of no use. TTI estimated the cost, based on 1982 fundin~will be about $3,215,000 for diesel vehicles. The city's share will be about $232,000. ~he Council decided the the second meeting of November would be No~. 24 at 7:00 p.m. The open house will be held on December 18 at 3:00 P.M. with the Council meeting being held at 5:00 P.M.
