MEMBERS PRESENT: MEMBERS ABSENT: VISITORS PRESENT: Mayor Halter, Councilmen Ringer, Boughton, Dozier, Jones, Runnels, Chairman Maher, Commissioners Hazen, Watson, Gardner, Behling, Sears, Bailey, City Engineer Ash, City Planner Mayo, City Secretary Schroeder, Zoning Official Callaway, Assistant Engineer Smith, Community Development Planner Kee, Housing Programs Coordinator Stiles, Assistant City Manager, Finance Van Dever Councilman Kelly, City Manager Bardell See guest register Agenda Item No. 1--Council Concerns. Councilman Boughton asked when the light at Southwest Parkway and Texas Avenue would be completed. She was told there had been trouble with parts, and as soon as those came in, the light would be operational. Mayor Halter asked the Council's pleasure concerning a meeting date and time for a decision of the annexation of the Harvey area. The Council decided on Monday, Sept. 15 at 6 p.m. Agenda Item No.2--Planning & Zoning Concerns. Chairman Maher questioned the Council concerning the direction the commission is to take concerning enforcement of ordinances relating to single family dwellings being inhabited by several unrelated persons, ambiguous wording in ordinances, strip rezoning and several other areas. Commissioner Gardner explained his belief concerning frequent rezoning of commercial areas, non-compliance of the landscaping ordinance and other concerns of the P&Z commission's role in reporting to the Council and in suggesting ideas for Plan 2000. Discussion by both groups centered on the responsibilities of the P&Z, especially in interpreting ordinances and initiating changes in ordinances. The question of a definition of strip zoning was raised. No conclusion was reached. Councilman Dozier asked that another joint meeting be held to discuss some of the solutions to the problems raised today. Agenda Item No. 3--Consideration of Common Problems. Chairman Maher convened the P&Z Commission for consideration of a revised site plan for the Post Oak Mall. City Planner Mayo presented and explained the proposed changes of the plan. He stated that the staff recommends approval with the addition of some sort of wheel stops at two specific places to prevent traffic crossing through the parking lot. 0,3011 Joint City Council P&Z Meeting Sept. 10, 1980 4:00 P.M. page 2 Commissioner Gardner stated that the landscape parking ordinance was designed to prevent vast expanses of concrete within a project. Commissioner Behling moved to accept the site plan with the stipulations mentioned by Mr. Mayo. Commissioner Sears seconded the motion, which passed by the following vote: For: Commissioners Behling, Sears, Bailey, Watson, Chairman Maher Against: Commissioner Gardner Absent from the room: Commissioner Hazen Agenda Item No.4--Adjourn. Mayor Halter declared the meeting adjourned as did Chairman Maher.
