MEMBERS PRESENT: MEMBERS ABSENT: Mayor Halter, Councilmen Ringer, Boughton, Kelly, Jones, Runnels, City Manager Bardell, Parks and Recreation Director Beachy, Recreation Superintendent Rogers, Head Accountant Piazza, Assistant City Manager, Finance, Van Dever Councilman Dozier VISITORS PRESENT: See guest register Asenda Item No. 1--Call meetin8 to order. Mayor Halter called the meeting to order. Agenda Item No.2--Closed session to discuss personnel. ~yor Halter called the Council into closed session and later opened to the public. A~enda Item No.3--Action on closed session items. There was no action taken at this time. Agenda Item No.4--Consideration of 1980-1981 Revenue Sharin8 and Operating Budget. Assistant City Manager, Finance, Van Dever explained the changed in the proposed budget according to directions from the Council. He suggested that water rates be raised 3¢/1000 gallons and that sewer rates be raised 25¢/ month. After discussion by the Council, it was decided to raise the water rates to 10¢ per 1000 gallons. The additional revenue will be left as unappropriated revenue. The Sanitation fund and Hotel-Motel Tax funds were discussed in addition to the Revenue Sharing and General funds. Councilman Boughton suggested that the Arts Council was being funded too heavily. Councilman Jones stated that a fixed sum would be appropriate with additional funding available for special projects for various events. Councilman Jones moved to allocate $15,000 for the basic budget of the Arts Council and to make additional funds available. Councilman Boughton seconded the motion, which passed by the following vote: For: Councilmen Runnel% Boughton, Kelly, Jones Against: Councilman Ringer, Mayor Halter SPECIAL CITY COUNCIL MEETING June 18, 1980 1:30 P.M. page 2 Councilman Jones moved to give the Chamber of Commerce $21,000. is to go to Brazos de Dios funding. Councilman Kelly seconded the motion, which passed unanimously. Of this, $4,500 Councilman Boughton moved to give the Information and Hospitality Center $25,000. Councilman Jones seconded the motion, which passed unanimously. Councilman Ringer moved to create a $10,000 fund for "special projects" to fund art related projects. Councilman Kelly seconded the motion, which passed unanimously. Councilman Ringer moved to give $500 of the special projects fund to the Community Singers. Councilman Boughton seconded the motion, which passed unanimously. Councilman Boughton moved to fund the city's share of the band stand for Oaks Park out of the special projects fund. Councilman Kelly seconded the motion, which passed unanimously. Councilman Kelly moved that the City participate with Bryan and Brazos County in an animal shelter and contribute a maximum of $25,000 to this project out of the Revenue Sharing budget. Councilman Runnels seconded the motion, which passed unanimously. Assistant City Manager, Finance Van Dever reviewed the debt service budget and answered questions of the Council.
