Special Emergency Meeting
May 28, 1980
4:00 P.M.
MEMBERS PRESENT:
Mayor Halter, Councilmen Ringer, Boughton, Dozier, Kelly, Jones,
Runnels, City Manager Bardell, City Planner Mayo, City Engineer
Ash, Traffic Engineer Black, Assistant to the City Engineer
Smith
MEMBERS ABSENT: None
VISITORS PRESENT: See guest register
Agenda Item No. 1--Discussion of proposals for paving overlay and channelization
improvements on Texas Avenue.
City Engineer Ash explained the mapped proposal and answered questions of the Council.
D.D. Williamson, Texas Highway Dept., said that he needed an early concurrance
on a plan.
Bill Bockman, Texas Highway Dept., said that the contracts should be let around
September.
The Mayor asked for comments from the audience.
Phil Callahan, Swensons, questioned southbound left turns into Culpepper Plaza.
Ken Martin, Peppers, protested the length of the barriers preventing right turns
into Peppers.
Councilman Ringer questioned the Council concerning various intersections.
Councilman Dozier moved to draft a letter to the Highway Department saying that
the Council agrees with the proposal.
Councilman Boughton seconded the motion.
Councilman Ringer moved to amend the motion to allow the staff to consider the
median in front of Peppers for current length rather than the proposed length.
Councilman Runnels seconded the motion to amend, which passed by the following vote:
For: Councilmen Ringer, Boughton, Dozier, Kelly, Jones, Runnels
Against: Mayor Halter
The motion as amended passed unanimously, Councilman Dozier being absent from the
room.
