MEMBERS PRESENT: Mayor Bravenec, Councilmen Ringer, Boughton, Dozier, Halter, Jones, Adams, City Manager Bardell, Assistant City Manager/ Finance Van Dever, Community Development Planner Kee, Zoning Official Callaway, City Engineer Ash, City Attorney Lewis, Purchasing Agent W~dle, Parks Director Beachy MEMBERS ABSENT: None VISITORS PRESENT: See guest register Agenda Item No. 1--Approval of minutes. The minutes were approved as written. Agenda Item No.2--Hear Visitors. No one spoke. A~enda Item No.3--A public hearing to consider a proposed Fair Housing Ordinance. Community Development Planner Kee presented and explained the proposed ordinance. The Mayor suggested several changes and opened the public hearing. It was closed when no one spoke. Agenda Item No.4--Consideration of a proposed Fair Housing Ordinance. Councilman Halter moved approval of the ordinance with the suggested changes. This creates Ordinance 1197. Councilman Boughton seconded the motion, which passed unanimously, Dozier being absent. Agenda Item No.5--Public hearing to consider selection of a proposed local option activity. Community Development Planner Kee explained the options and suggested that these funds be used for work to be completed at Lincoln Center. The public hearing was opened and closed when no one spoke. Agenda Item No.6--Consideration of selecting proposed local option activity. Councilman Ringer moved to use the funds for electrical work and insulation at Lincoln Center. Councilman Adams seconded the motion, which passed unanimously, Dozier being absent. REGULAR CITY COUNCIL MEETING November 29, 1979 7:00 P.M. page 2 Agenda Item No.7--Consideration of bids for appraisal services relative to Community Development Street Construction projects. Community Development Planner Kee presented the bids and recommended the low bid by Jacob Beal & Assoc. for $650 for appraisal services. Councilman Ringer moved that the low bid be accepted. Councilman Jones seconded the motion. Councilman Adams moved to table the motion until local bidders are contacted. Councilman Halter seconded the motion, which passed unanimously. Discussion followed on who had been personally contacted and the reason for the contact. Councilman Halter moved to remove the item from the table. Councilman Jones seconded the motion, which ~assed by the following vote: For: Councilmen Boughton, Ringer, Halter, Jones, Mayor Bravenec Against: Councilman Adams Absent: Councilman Dozier The question on the original motion was called, and the motion to accept the Jacob Beal bid passed by the following vote: For: Councilmen Ringer, Boughton, Halter, Jones, Mayor Bravenec Against: Councilman Adams Absent: Councilman Dozier Agenda Item No.8--Consideration of revisions to Housing Assistance Plan as a result of calculation of "expected to reside" figure. Community Development Planner presented the figures for the program and explained that an additional 40 rental units were needed to meet the requirements by HUD as a result of the calculation. Councilman Halter moved to authorize the Mayor to sign the letter to HUD, and to approve the new ETR figures on the HAP program. Councilman Ringer seconded the motion, which massed by the following vote: For: Councilmen Ringer, Boughton, Halter, Mayor Bvavenec Against: Councilmen Adams, Jones Absent: Councilman Dozier Agenda Item No.9--Consideration of alternatives for reprogramming some Community Development funded activities. Community Development Planner Kee suggested reallocating monies directed for Pasler Street paving to help speed up the program for other streets design and engineering. Councilman Ringer suggested that if the money is not allocated by HUD to pave Pasler, that other funds be found to complete the paving on that street. Agenda Item No.lO--Chris Mathewson to speak on Northgate parking problems. Chris Mathewson, Zoning Board of Adjustments, explained the parking problem and other problems of overcrowding in the northgate area. Councilman Halter moved to refer the problem to the P&Z and to let them determine if the ordinance needs to be reconsidered. Councilman Jones seconded the motion, which passed unanimously, Councilman Dozier abstaining after joining the meeting in the midst of discussion. Agenda Item No.ll--Request to delay discussion of drainage in South~ood Valley until Dec. 13 meeting. Councilman Ringer moved approval of the request. Councilman Halter seconded the motion, which passed unanimously. Agenda Item No.12--Consideration of a final plat resubdividing Lots 3 and 4; Block 12 of the College Park Addition. Zoning Official Callaway presented and explained the plat. He answered questions of the Council. Councilman Ringer moved approval of the plat. Councilman Boughton seconded the motion, which passed unanimously. Agenda Item No.13--Consideration of a health ordinance. Councilman Halter moved approval of Ordinance 1198. Councilman Dozier seconded the motion, which passed unanimously. A~enda Item No.14--Consideration of a surplus property ordinance. Councilman Halter suggested several changed be made. Councilman Ringer suggested some changes to the ordinance for the City Attorney to make. Councilman Halter moved approval of Ordinance 1199 with the specified changes. Councilman Dozier seconded the motion, which passed unanimously. Agenda Item No ~-Consideration of bids on aluminum bleachers and one 3/4 ton cab and chassis. Purchasing Agend Weddle presented and explained the bids. He recommended: Sturdisteel Co, Waco, bid for bleachers for $9456.00, and Lawrence Marshall Chevrolet-Olds, Inc. bid for cab and chassis for $6,149.44. Councilman Ringer moved acceptance of the recommended bids. Councilman Boughton seconded the motion, which passed unanimously. A~enda Item No.16--Council Concerns. Councilman Adams suggested that Council Concerns be moved to the Wednesday workshop meetings. Mayor Bravenec asked about the staff reports. Agenda Item No.17--Ad3ourn. The Mayor declared the meeting adjourned.
