Regular City Council Meeting
March 22, 1979

Councilman Ringer suggested that item 9, in the March 8 minutes, add
"with school crossing guards" after"problem exists."
The minutes stood approved as corrected.
Agenda Item No.2--Hear visitors.
No one spoke.
Agenda Item No.3--Consid_eration_ of a _.sign policy.
City Manager Bardell explained the current policy and recommended that it
stand as it is.
.Agenda Item No.4--A public hearing on the question of adopting an ordinance
amending the Zoning Ordinance (N.p. 850), establishing the duties and
limitations of the Zoning Official.
The public hearing was opened. City Planner Mayo explained that the position
of Zoning Official was being created because of the growth of the city and
the difficulty of the Building Official in carrying out his duties as well as
enforcing the Zoning Ordinance.
The public hearing was closed.
Agenda Item No.5--Consideration of an ordinance amending the Zoning Ordinance
(No. 850).
Councilman Dozier moved that the proposed ordinance be returned to the staff
for further work and revision.
Councilman Halter seconded the motion, which passed by the following vote'

Councilman Halter moved to adopt Ordinance 1151.
Councilman Boughton seconded the motion, which passed unanimously.
Age~nda ~Item No. 7--Consideration of taking bids for a truck cab and chassis.
Public Works Director Ford presented and explained the bids and recommended
the low bid by Bird-Kultgen of $11,292.00 with a 6 week delivery period.
Councilman Dozier moved to accept the recommendation.
Councilman Halter seconded the motion, which passed unanimously.
Agenda Item No.8--Consideration of the Lone _Star Gas rate request.
A1 Bartlett, Manager of Lone Star Gas, explained the request for raising the
base rate as well as increases in service charges. Temporary relief was
also requested until the full request could be considered and approved.
Councilman Ringer moved to suspend the rate increase request for not more
than 120 days until the City Manager and staff can confer with Bryan on
the matter. Included in the motion was denial of temporary relief.
Councilman Boughton seconded the motion, which passed unanimously.
Agenda Item No.9--Consideration of amendments to the 1979 Community Develop-
ment Block Grant Application.
Community Development Planner Callaway said that $30,000.00 had been added
to the 1979 Entitlement and he gave several recommendations for the use of
the money.
Councilman Hazen moved to allot the $30,000 to Churchill Street paving.
Councilman Boughton seconded the motion, which passed by the following vote'
For- Councilmen Ringer, Boughton, Halter, Hazen, Adams
Against: Councilman Dozier, Mayor Bravenec
Councilman Dozier based his vote on his disapproval of federal control.
Agenda Item No.10--Consideration of a final plat - Sout~wood V_a_!._ley, Section 10 B.
City Planner Mayo presented and explained the plat.
Councilman Dozier moved approval of the plat.
Councilman Halter seconded the motion, which passed unanimous_~o.y.
Agenda Item No. Il--Consideration of a preliminary, plat - Parkway Plaza, Phase 8.
City Planner Mayo presented and explained the plat.
Councilman Halter moved approval of the plat.
Councilman Dozier seconded the motion, which passed unanimously.

Agenda Item No. 12--Consideration of Council support for continuin~ the
Public Transit Study.
The Council discussed methods other than the bus system for public transit.
Councilman Dozier moved that College Station continue to investigate problems
of mass transit in Brazos County and that College Station support Bryan's
application for the purpose of funding.
Councilman Hazen seconded the motion, which passed by the following vote:
For: Councilmen Ringer, Boughton, Dozier, Halter, Hazen
Against' Mayor Bravenec
Abstaining: Councilman Adams
Agenda Item No. 13--Closed session to consider Pe~nding li.t_igation and personnel.
The Council moved to closed session and reconvened to take action on the items.
Councilman Ringer moved to settle up to a total of $357.11 with Kenneth Nyberg
for damage to his home caused by sewer problems.
Councilman Boughton seconded the motion, which passed by the following vote:
For: Councilmen Ringer, Boughton, Hazen, Adams, Mayor Bravenec
Against: none
Abstaining: Councilman Halter
Absent' Councilman Dozier
Councilman Halter denied payment to Terry Jane Hehr for damage to her car.
Councilman Boughton seconded the motion, which passed by the following vote:
For: Councilmen Ringer, Boughton, Halter, Adams, Mayor Bravenec
Against- none
Abstaining' Councilman Hazen
Absent: Councilman Dozier
Councilman Boughton moved to deny Phillip Noe payment for damages allegedly
caused by a utility valve cover.
Counci±man Halter seconded the motion, which passed by the following vote:
For: Councilmen Ringer, Boughton, Halter, Adams
Against' none
Abstaining' Councilman Hazen, Mayor Bravenec
Absent: Councilman Dozier
Agenda Item No. 14--Council Concerns.
Councilman Hazen asked when the meeting to canvas election returns would be.
She was told the following Wednesday after the election.
Mayor Bravenec asked when the light at Southwest Parkway and Texas Ave. would
be finished.
City Engineer Ash told him when the street is completed through Texas, sometime
this fall.
Agenda Item No. 15--Adjourn.
Mayor Bravenec declared the meeting adjourned.
