MEMBERS PRESENT: Mayor Bravenec, Councilmen Ringer, Dozier, Halter, Adams, Jones, City Engineer Ash, Community Development Planner Kee, Zoning Official Callaway, City Secretary Schroeder, Purchasing Agent Weddle, Fire Chief Landua, City Planner Mayo, Assistant Planner Longley, City Attorney Lewis, Assistant City Manager, Finance Van Dever MEMBERS ABSENT: Councilman Boughton VISITORS PRESENT: See guest register Agenda Item No.1--Approval of minutes. Councilman Ringer suggested changing Dr. Halter under the no vote to Mr. Dozier. The Minutes were approved as corrected. Agenda Item No.2--Hear Visitors. No one spoke. Agenda Item No.3--Consideration of curb cut on Lon~mire. This item was deleted from the agenda. Agenda Item No.4--Consideration of fire service to County. City Manager Bardell reported on the current status of the existing agreement. Nancy Johnson, Foxfire, asked what to do about getting fire protection in Foxfire. Councilman Halter suggested that she get the residents to ask for annexation to the City, or talk with her County Commissioner about the problem. Linda Zwieg asked about the Foxfire residents guaranteeing payment to the City for response to fire calls. Mike Laughlin asked again if Foxfire as a subdivision could pay for fire calls. Councilman Ringer moved at the request of the City Manager to respond to County calls until December 1, 1979 under the terms of the existing contract in order to allow negotiations to continue. Councilman Jones seconded the motion, which passed unanimously. Agenda Item No'.5--Discussion of Council Priorities. REGULAR CITY COUNCIL MEETING September 27, 1979 7:00 P.M. page 2 The Mayor presented a list of Council Priorities. The Council requested delaying the item until a workshop meetinR to allow staff response. A~nda Iter~No.6 &7--Consideration of bids on.truck cab and chassis for Electric Department and Consideration of bids on soccer goals for Parks and Recreation. Purchasing Agent Weddle presented the bids for the truck cab and chassis. He recommended the Twin City International bid for $11,540. Councilman Ringer moved approval of the bid. Councilman Dozier seconded the motion, which passed unanimously. PurchasinR Agent Weddle recommended the low bid by A-1 (alternate) for $2,624 for soccer goals. Councilman Dozier moved approval of the low bid. Councilman Ringer seconded the motion, which passed unanimously. Agenda Item No. 8--Consideration of amendment to the Structural Standards Code~ requiring and specifying the availability of window screens. Building Official Koehler presented several alternatives for the amendments. Councilman Dozier moved that Ordinance 1185 be passed with the amendment of 7 days installation rather than 2 and the effective date be November 1, 1979. Councilman Jones seconded the motion, which passed unanimously. Agenda Item No.9--Closed session to discuss pendinE litigation and personnel. The Council moved to closed session, and later opened to the public. Agenda Item No.10--Action on closed session items. Councilman Halter moved to pay Tracy J. Jordon the claim for $114.02 for damages. Councilman Ringer seconded the motion, which passed unanimously. Agenda Item No.ll--Council concerns. Councilman Ringer asked about cars parked on the north side of Jersey being too close to the intersection. City Engineer Ash said that he would place no parking signs close to the intersections to relieve,the problem. Councilman Dozier asked if the City hadn't been overly generous to the Arts Council, and he asked about the late hours for drinking establishments and the current study.
