Regular City Council Meeting
September 7, 1977
4:00 P.M.
MEMBERS PRESENT:
Mayor Bravenec; Councilman Ringer, Gardner, Halter,
Stephenson, Hazen; City Manager Bardell; City Engineer
Ash; City Planner Mayo; Director of Parks and Recreation
Wojciechowski; Fire Chief Landua; Tax Assessor-Collector

Agenda Item No. 1 -- Consideration of authorization of purchase of 1.67 acre
tract.
Mayor Bravenec explained that this land had been offered to the City to provide
more play space for the Little League adjacent to Wayne Smith Park.
City Manager Bardell noted that the cost was $16,500 for 70,000 square feet
(1.67 acres).
Councilman Ringer moved to authorize the purchase of the land at the price of
$16,500.
Councilman Halter seconded the motion.
The motion passed unanimously.
Agenda Item No. 2 -- Consideration of a resolution authorizing the establishment
of a traffic en~ineerin§ plan under the Urban Transportation Study.
City Manager Bardell explained that the resolution was necessary in order to
continue to receive grant money for the study of urban transportation in the area.
Councilman Ringer moved to authorize the Mayor to sign the resolution.
Councilman Hazen seconded the motion.
The motion passed unanimously.
Agenda Item No. 3 -- Consideration of a final plat resubdividin~ Lots 12 thr,
21; Southwood Section 5.
City Planner Mayo described the plat.
Councilman Halter noted the conflict between the deed restrictions and the
zoning law stating that the City is not and cannot be involved in enforcement
of deed restrictions.
Councilman Halter moved to approve the final plat resubdividing Lots 12 thru 21;
Southwood Section 5.
Councilman Gardner seconded the motion.
The motion passed unanimously.

Agenda Item No. 4 -- Consideration of a final plat - Holl~mmn Court.
City Planner Mayo described the plat.
City Engineer Ash described access easements to the property.
Several residents of the area spoke against the approval of the plat.
Councilman Hazen moved to table the discussion until the next Wednesday meeting
of the City Council.
Councilman Stephenson seconded the motion.
The motion passed by the following vote:
FOR --- Mayor Bravenec; Councilmen.Gardner, Halter, Stephenson, Hazen
AGAINST --- Councilman Ringer
Agenda Item No. 5 -- Consideration of a final plat resubdividin§ Lots 1,2, and 3;
Block 3 and Lot 1; Block 4 of Pooh's Park Addition.
The plat passed by common consent.
Agenda Item No. 6 -- Council goals report from the Engineering Department.
~MPROVEMENT OF SCHOOL PROPERTY AND STREET LIGHTING
City Engineer Ash noted that lighting in the Northgate area would begin as soon
as possible. The lighting will be on wooden poles.
Plans are in the process to improve lighting at the intersections of FM 2818
and Highway 6; Southwest Parkway and Highway 6; and the school properties in
general.
TRAFFIC HAZARDS
City Engineer Ash stated that the department tries to correct traffic hazards
as they are pointed out or as the City sees them developing.
The Council pointed out several streets with problems.
FLOOD PLAIN DEVELOPMENT
City Engineer Ash suggested that the City continue to operate under the present
ordinance, stating that without further delineation of floodways and the flood
plain changes would be difficult to make. He stated that information about
the situation should be available within the next 12 months.
PARKING LOTS AS WATER IMPOUNDING AREAS
City Engineer Ash stated that he is to meet with the city engineer of Austin
for further study of the issue.
~LOOD PLAIN ORDINANCE
City Engineer Ash suggested that the ordinance be changed to allow only registered
engineers to determine if conditions are met (presently both registered engineers

and registered architects).
BEE CREEK DRAINAGE
City Engineer Ash stated that construction had started a month ago and will be
followed by a notification to residents explaining their responsibility for
further upkeep.
TRANSPORTATION
City Engineer Ash noted that due to the fact that the taxi and wrecker ordinances
were outdated, the Coucil might want to look into the revision of these ordinances.

City ~nager Bardell reported on the power shortage at the substation on
September 6.

Mayor Bravenec declared the meeting adjourned.
