Regular City Council Meeting
April 28, 1977

A~enda Item No. 1 -- Approval of the minutes of the meetingsof April 4, April 12~
and April 14~ 1977.
Councilman Ringer asked that an addition be made to his statement of April 14,
Agenda Item No. 4: "Councilman Ringer requested that the minutes reflect that
the rezoning was done at the request of the neighborhood residents in an effort
to make the zoning in the area consistent with that area already developed as
R-1 and that the size was not suitable for development as apartments.
Mayor Bravenec declared the minutes approved as amended.
Agenda Item No. 2 -- Hear visitors.
Mr. John Black, Anderson Street, requested City action to prevent the large
number of bicycle accidents at the intersection of Jersey and Anderson.
City Manager Bardell described the problems and remedies that the City has
considered.
Agenda Item No. 3 -- Consideration of a proposed ordinance making parkinE
illegal in bicycle lanes.
Councilman Hazen moved to adopt Ordinance No. 1074, making parking illegal
in bicycle lanes.
The motion was seconded by Councilman Stephenson.
Councilman Halter requested consideration of an ordinance restricting
bicyclists to the south side of Jersey.
Councilman Ringer moved and Councilman Stephenson seconded to amend the
ordinance to allow parking at designated hours when so marked by signs.
The motion to amend the ordinance passed with Councilman Hazen voting against
and Councilman Dozier abstaining.
The motion to adopt the amended ordinance prohibiting parking in bicycle lanes
unless so marked was passed with Councilman Dozier abstaining.
A~enda Item No. 4 -- Continuation of a public hearin~ on proposed revisions
to the Comprehensive Plan.
Councilman Gardner suggested that the councilmen meet with the Planning and
Zoning Commission after a special public hearing on the matter to review

specific recommendations.
Mayor Bravenec set Wednesday, May 4, as the date for a public hearing on the
comprehensive plan revisions and Tuesday, May 10, as the date for the joint
meeting with the Planning and Zoning Commission.
Agenda Item No. 5 -- Consideration of a proposed ordinance banning the display
of or sale of certain printed material to minors.
This item was delayed until later in the meeting.
_Agenda Item No. 6 -- Consideration of hotel-motel tax use tourism promotion.

Mr. Armand Frank, president of the Bryan-College Station Chamber of Commerce,
presented a budget recommendation of $5,000 for maps that are current of the
two cities.
Councilman Halter moved and Councilman Ringer seconded the motion to approve
the budget request of $11,500 for the listed items with the exception of the
billboards which are to have the full $5,000 used to purchase maps for
distribution by the hotel-motel owners.
Councilman Dozier asked that the tourist center be located in College Station
as the main offices are in Bryan.
Councilman Stephenson moved to table the approval of the request until a budget
can be prepared as to expenditures and balance to date and that the request
be reviewed by a Council subcommittee -- the members of the subcommittee being
Councilmen Halter, Ringer and Stephenson.
The motion to table for further review and study ~as seconded by Councilman
Halter and passed with Councilman Dozier abstaining.
A~enda Item No. 7 -- Discussion of community appearance (clean up, trees,
and other matters.
The Council discussed areas of needed improvement shown them on a recent tour
of the City with the Beautification Committee.
Councilman Halter suggested larger dumpsters might solve many of the present
problems.
City Manager Bardell noted the problems of privately owned dumpsters and
suggested an alternative being considered, the capital outlay of funds to
purchase new dumpsters, purchase the old ones back and the City maintain
the conditions of the dumpsters.
Agenda Item No. 5 -- Consideration of a proposed ordinance banning the display
of or sale of certain printed material to minors.
Mayor Bravenec pointed out that the ordinance was not to be passed at this
meeting, but was included to give the Council a suggested form.
Coucnilman Halter noted the pornography involving minors.
Mayor Bravenec outlined three areas of consideration: 1) sale to minors; 2)
display of the material; and 3) material involving minors. O~~

Councilman Dozier stated that the regulation of display was sufficient and
enforceable, but that the Council could not prohibit or enforce the sales
restriction to minors.
A~enda Item No. 8 -- Consideration of items from the agenda for the meeting

There were no items brought forward.
Agenda Item No. 9 -- Other business.
Councilman Ringer noted that Mary Saslow, newly appointed chairman of the Parks
and Recreation Committee, would not be in town for the fall semester and the
Lou Hodges would act as chairman of that committee.
Councilman Ringer noted the recommendation of the Parks Committee that the
City pay half the difference for underground utility cables in the Lemon Tree
Subdivision and Anderson Park.
Councilman Gardner moved and Councilman Ringer seconded to authorize the
expenditure of funds to pay half the difference between overhead and underground
utility cables for Lemon Tree Subdivision.
Councilman Hazen moved to table the motion until the staff could make
recommendations on the matter.
The motion to table was seconded by Councilman Halter.
The motion passed with Councilman Ringer and Gardner voting against and
Councilman Dozier abstaining.
Councilman Ringer requested a report on the progress of David Reed concerning
park needs.
Councilman Gardner asked that a building committee review the preliminary
designs for the new city buildings.
City Manager Bardell stated that this would be reviewed before the entire
Council at its May 10, 1977 meeting.
Mayor Bravenec requested the Council's consideration of goals for the coming
year. He also noted the absence of a student liaison and suggested contacting
the Vice President for External Affairs of the TAMU Student Government.
Mayor Bravenec pointed out that the State Legislature is considering a bill
prohibiting cities' requirement of parkland dedication and suggested the Council
write letters to Legislators from Brazos County.
Councilman Hazen noted the increasing problem with the intersections of Kyle,
Dominik and Texas Avenue.
Councilman Hazen also requested further consideration of the Revenue Sharing
recommendations.
A~enda Item No. 10 -- Closed session to consider possible litigation and personnel.
Mayor Bravenec called the Council into closed session.

The Council convened to open session and Mayor Bravenec declared the meeting
adjourned.
