Regular City Council Meeting
June 21, 1977
4:00 P.M.
MEMBERS PRESENT:
Mayor Bravenec; Councilmen Hazen, Stephenson, Halter,
Gardner, Ringer; City ~nager Bardell; Public Works
Director Ford; City Engineer Ash; City Planner Mayo;
Parks and Recreation Director Wojciechowski; Fire Chief
Landua; Police Chief Byrd
MEMBERS ABSENT:
Councilman Dozier
Agenda Item No. 1 -- Discussion of ambulance problem and authorization of
taking of bids for a modulance.
City Manager Bardell reviewed recent developments.
Mayor Bravenec related that Judge Vance had stated that the county modulance
would to to the area with the greatest need.
Mayor Bravenec asked the Ambulance Committee to compare the "need" for the
modulance in College Station as opposed to the northern part of the county.
Councilman Halter asked for written justification from the county.
Agenda Item No. 2 -- Council goals -- staff response.
City Manager Bardell explained the staff's role in accepting responsibility
for goals.
City Manager Bardell expressed the need for meetings between the staff and
the Council for further discussion of goals and economic considerations.
Mayor Bravenec stated that the sessions with department heads would start at
the next Tuesday Council meeting, July 12.
Agenda Item No. 3 -- Consideration of a resolution guaranteeing participating
in Youth Conservation Corps.
City Manager Bardell gave the background to the resolution.
Parks and Recreation Director Wojciechowski explained the projects that could
come under the program.
Councilman Stephenson moved approval of the resolution and that the Mayor be
authorized to sign it.
Councilman Ringer seconded the motion.
The motion to approve the resolution guaranteeing participating in Youth
Conservation Corps and to authorize the Mayor to sign the resolution passed
unanimously.
Agenda Item No. 4 -- Consideration of authorization of signal design for
Anderson and Jersey and Southwest Parkway and Texas Avenue as recommended by
the Safety Committee.
Councilman Hazen reviewed the problem and expressed a need for speed in making
the decisions.

Councilman Hazen stated the recommendations of the Safety Committee.
City Engineer Ash described the engineering aspect of installing lights at the
intersections of Anderson and Jersey and Southwest Parkway and Texas Avenue.
Councilman Hazen moved that a study of signal design for Anderson and Jersey
and Southwest Parkway and Texas Avenue be authorized.
Councilman Ringer seconded the motion.
The motion to authorize a study of signal design for Anderson and Jersey and
Southwest Parkway and Texas Avenue passed unanimously.
Agenda Item No. 5 -- Consideration of a preliminary plat of Sutton Place~ located
on the west side of the east bypass and approximately 2500 feet south of Harvey.
City Planner Mayo explained the staff recommendation.
City Engineer Ash described the plat in relation to the City.
Councilman Halter moved that the plat be referred back to the Planning and Zoning
Commission for further consideration of streets and access easements.
Councilman Stephenson seconded the motion.
The motion that the plat be referred back to the Planning and Zoning Commission
passed unanimously.
Agenda Item No. 6 -- Meetin~ with architect on police and warehouse.
Mr. Emmett Trant and Mr. Michael Greet, architects for the projects, presented
cost estimates for the police and warehouse buildings, showing that estimates
were over the amount budgeted in the bond issue.
Councilman Dozier joined the meeting.
Councilman Halter moved that the City seek bids on the buildings and to take
bids in alternate form to include sidewalks, lighting, etc.
Councilman Dozier seconded the motion.
The motion that the City seek bids on the police and warehouse buildings and to
take bids in alternate form to include sidewalks, lighting, etc. passed by the
following vote:
FOR --- Mayor Bravenec; Councilmen Halter, Dozier, Ringer
AGAINST --- Councilmen Hazen, Stephenson, Gardner
Councilman Hazen asked if all possible cutbacks in the buildings had been made.
Architect Trant explained that the building was as austere as they see possible.
The motion and second that the City seek bids on the police and warehouse
buildings and to take bids in alternate form to include sidewalks, lighting, etc.
were withdrawn because the staff had not asked for approval of the plans.
Councilman Dozier moved to reconsider the previous motion.
Councilman Halter seconded the motion. ~90

The motion to reconsider the previous motion passed by the following vote:
FOR --- Mayor Bravenec; Councilmen Hazen, Halter, Dozier, Gardner
AGAINST --- Councilmen Ringer, Stephenson
A meeting was set for 4:00 P.M., Wednesday, June 29, 1977 for further discussion
of the plans for the police and warehouse facilities.
Agenda Item No. 8 -- Adjourn.
Mayor Bravenec adjourned the meeting.
