Special City Council Meeting
July 7, 1977
10:30 A.M.
MEMBERS PRESENT:
Mayor Bravenec; Councilmen Ringer, Gardner, Dozier,
Halter, Stephenson, Hazen; City Manager Bardell; City
Engineer Ash; City Planner Mayo; Police Chief Byrd;
Director of Public Works Ford
MEMBERS ABSENT:
None

~genda Item No. 1 -- Meeting with architect on police and warehouse buildings.
City Manager Bardell explained the alternatives for financing the budget over-
run.
City Planner Mayo gave estimates of return from possible sale of city property.
City Manager Bardell reviewed the bond authorization allocation for the
facilities.
Councilman Halter moved to authorize the architect to go ahead with the final
contract documents for the police building with the exceptions that: 1) altera-
tions be made to the court room and, 2) an effort be made to design access to
vacant office space, if it can be done without detracting from the atmosphere
of a law enforcement center.
Councilman Dozier seconded the motion.
The motion to authorize the architect to go ahead with the final contract

of a law enforcement center was passed by the following vote:
FOR --- Mayor Bravenec; Councilmen Ringer, Gardner, Dozier, Halter, Hazen
AGAINST --- Councilmen Stephenson
Councilman Halter moved that the architect be authorized to begin final
contract documents for the warehouse building.
Councilman Dozier seconded the motion.

FOR --- Mayor Bravenec; Councilmen Ringer, Gardner, Dozier, Halter
AGAINST --- Councilmen Stephenson, Hazen
Asenda Item No. 2 -- Parkland discussion.
Mayor Bravenec reviewed discussions of alternative land tracts for parklands.
Councilman Stephenson expressed a need for parkland on the east side of
Highway 6.
Councilman Dozier stated that there is a need for more active recreational

parks instead of passive green space parks.
Mayor Bravenec referred the issue to the Parks and Recreation Committee.
Councilman Halter moved to authorize the City ~nager to take proposals to
develop a park plan for the City of College Station.
Councilman Stephenson seconded the motion.
The motion to authorize the City Manager to take proposals to develop a park
plan for the City of College Station passed by the following vote:
FOR --- Mayor Bravenec; Councilmen Ringer, Gardner, Halter, Stephenson, Hazen
AGAINST --- Councilman Dozier
Councilman Dozier noted his reason for voting no was that he was against
hiring a professional consultant to do the job.
Agenda Item No. 3 -- Closed session to consider pending litigation.
Mayor Bravenec called the Council into closed session.
The Council convened to open session.
Agenda Item No. 4 -- Adjourn.
Mayor Bravenec declared the meeting adjourned.
