Special City Council Meeting
June 29, 1977
4:00 P.M.
MEMBERS PRESENT: Mayor Bravenec; Councilmen Hazen, Stephenson, Halter,
Dozier, Gardne~ City Engineer Ash, Chief
of Police Byrd; City Manager Bardell
MEMBERS ABSENT: Councilman Ringer
VISITORS PRESENT: See guest register
Agenda Item No. 1 -- Meetin~ with the architects on the police and warehouse
buildings.
Councilman Gardner asked how many of the fourteen offices in the police
station would be used at the present time.
City Engineer Ash explained that seven to ten of the offices would be used
at the present time; the rest would be used for storage until needed.
The Council agreed that fixed seating should be deleted from the court room.
Police Chief Byrd explained the need for various rooms.
Architect Trant explained that the budget of the police building was $21,000
over the budget, including fees.
Councilman Dozier moved to authorize the preparation of plans.
Councilman Halter seconded the motion.
The vote to authorize the preparation of plans failed by the following vote:
FOR --- Mayor Bravenec; Councilmen Halter, Dozier
AGAINST --- Councilmen Hazen, Stephenson, Gardner
Councilman Stephenson moved to begin the drawings again to try to come within
the budget, including in the cost -- land, site fill, etc.
Councilman Hazen seconded the motion.
Councilman Halter gave estimates of cost overrun in relation to the bonds voted.
The vote to begin the drawings again to try to come within the budget,
including in the cost -- land, site fill, etc. -- failed by the following vote:
FOR --- Councilman Stephenson
AGAINST --- Mayor Bravenec; Councilmen Hazen, Stephenson, Halter, Dozier, Gardner
Councilman Hazen moved to begin the drawings again to try to come within the
budget, including all costs, except land.
There was no second to the motion.
Councilman Dozier moved to table the consideration of the police building until
next week.
Councilman Halter seconded the motion.

The motion to table consideration of the police building passed unanimously.
Councilman Hazen moved that the architects be authorized to go into working
drawings for the warehouse.
Councilman Halter seconded the motion.
Architect Trant gave approximate site costs for the warehouse.
The motion to authorize the architects to go into working drawings for the
warehouse failed by the following vote:
FOR --- Mayor Bravenec; Councilmen Halter, Dozier
AGAINST --- Councilmen Hazen, Stephenson, Gardner
Councilman Gardner asked for estimates of revenue which could be derived from
sale of the existing warehouse facility land and Church Street property.
Councilman Gardner also asked for estimates on:
1. Required fill to raise the site above flood plain
2. Utility extensions to the two buildings
3. Concrete drainage structures
4. Streets
Councilman Halter moved to table the discussion of the police and warehouse
facilities until next week.
Councilman Dozier seconded the motion.
The vote to table discussion until next week passed unanimously.
The next meeting was set for Thursday, July 7, the time to be set later.

The meeting was adjourned by Mayor Bravenec.
