Special City Council Meeting
November 22, 1976
7:00 P.M.

Agenda Item No. 1 -- Approval of the minutes of the meeting of November 11, 1976.
Councilman Gardner asked that the word "Thanksgiving" be inserted in Item No. 15
to reflect the reason of the change of council meeting date.
The corrected minutes were approved by consent.
Ag. enda Item No. 2 -- Hear visitors.
No one spoke.
..Agenda Item No. 3 -- A public hearing and discussion of ward boundaries.
Councilman Halter moved to accept proposal D-1 as the ward boundaries directed
by the April Charter Change Election. Councilman Stephenson seconded the motion.
Mr. Chris Kleing asked what the population variance was; if the plan favored
all of the councilmen retaining their seats, and how the wards would be
numbered.
Mayor Bravenec stated that the variance in population was less than plus or
minus five percent of the mean population of each ward, that all councilmen but one
would retain a seat and that the wards were given the same number as the
place the councilmen now hold.
Laurie Salyer asked if the city and school board election could be held on the
same day in the same ward.
Mr. Robert Harvey asked if there would be a vo.ting box on campus. Mayor Bravenec
told Mr. Harvey that there probably would not be a box on campus
The motion to accept Plan D-1 with minor changes and to begin action on
preparation for submission of an ordinance to the Council and a letter to the
Justice Department was approved with Councilman Dozier voting against.
Agenda Item No. 4 -- Discussion of sewerage limitations in respect to development.
Councilman Gardner suggested a moritorium on apartment rezoning until an updated
study on the sewage treatment facilities and sewer lines can be made.
Councilman Gardner moved to have the city staff conduct a study on the sewerage
capacity and condition of trunk lines.
The motion was seconded by Councilman Halter.
Councilman Hazen suggested that the Council withhold building permits for
apartments in R-3 and C-1 zoned areas if it was determined that a problem existed
with sewering certain areas. OZO~l

The motion passed unanimously.
Agenda Item No. 5 -- Consideration of bids_ on Electronic Data .Proces. si. ng Equipment.
City Manager Bardell described the machinery and its proposed function.
Mr. Bardell stated that the staff recommended accepting the bid submitted by
Burroughs' Corporation in the amount of $44,577.00 for hardware and $8,600.00
for software.
Councilman Dozier moved and Councilman Ringer seconded the motion to accept
the bid of Burroughs' for a total of $53,177.00 for electronic data processing
equipment.
The motion passed unanimously.
.Agenda Item No. 6 -- Consideration of bids on insulators and control cables.
Mr. John Denison reviewed the status and progress of electrical construction
and purchasing.
Mr. Denison recommended the awarding of Item A, 140, 138KV horizontal side post
insulators for $32,550.00 and Item B, 800 suspension insulators for $5,160.00
to Westinghouse Electric Supply Co. He also recommended that Item C, 13,000
feet copper substation control cable for $6,434.22 be awarded to General Electric
Supply Co.
Councilman Dozier moved to accept the low bid for Group A of $32,550.00 submitted
by Westinghouse Supply Co.; Group B for $5,160.00 by Westinghouse Supply Co.;
and Group C, $6,434.22 to General Electric Supply Co.
The motion was seconded by Councilman Halter and passed unanimously.
Agenda Item No. 7 -- Other business.
Councilman Halter brought up several points.
He asked for a report of the status of the ordinance changes in the housing
code and requested that this ordinance be placed on the agenda of the next
meeting.
Councilman Halter recommended the appointment of an energy panel to consider
changes in the building code. He stated that there are experts in the field
of energy conservation at the University who should be utilized, even if they
request payment.
Councilman Halter asked about the progress of the waterline extension on
Wellborn Road. City Engineer Ash stated that a strike at the Mueller Plant
was holding up delivery of. the valve and that delivery was expected around the
first of the year.
Councilman Halter asked about the progress of the sign ordinance recommendation
which had been sent to the Planning and Zoning Commission.
He also requested a possible reconsideration of the no left turn signs posted
on Jersey at Redmond Terrace.
Councilman Halter suggested that the Mayor authorize a letter to Mr. W. C. Freeman

suggesting that the site of the bonfire be relocated. Mayor Bravenec authorized
City Manager Bardell to prepare a letter to Mr. Freeman.
Councilman Stephenson inquired about the progress of the engineering study
of the Bee Creek area.
City Engineer Ash stated that the problem had been delayed due to more pressing
matters.
Councilman Hazen asked about the brochures from the East Texas Chamber of Commerce
and also on the progress of the street sweeper.
City Manager Bardell stated that the brochures had not yet been printed and
were expected by the end of January. He also stated that the street sweeper
is in the process of being assembled.
Mayor Bravenec stated that the Council should have a line of succession in
the event of a disaster and that an ordinance should be drawn up to allow the
staff to contact the Councilmen, place by place, to take authority should the
case arise.
City Manager Bardell stated that the emergency early warning system presently
employed was very ineffective as shown by testing before the mock disaster.

Mayor Bravenec declared the meeting adjourned.
