Special City Council Meeting
December 17, 1976
5:00 P.M.
Mayor Bravenec; Councilmen Hazen, Stephenson, Halter,

No one spoke.
A~enda Item No..2--public .hearing and consideration of a rate ordinance
for Lone Star Gas.
Mr. A1 Bartley, District Manager for Lone Star Gas, explained the gas cost
adjustment rate increase.
Mayor Bravenec expressed the comments of Councilman Dozier stating that the
City should wait until payment of all property tax assessed to Lone Star
is made current before granting any increase.
City Attorney Lewis explained the difference in setting value for rate
adjustment and property taxes.
Councilman Halter called the separation illogical.
Mayor Bravenec stated that the Council could table the ordinance or approve
it with a gentlemen's agreement that Lone Star would make its tax bill current.
Councilman Halter suggested passing the ordinance conditional to the settlement
of taxes owed by Lone Star .'Gas.
Councilman Halter moved to table this ordinance until such time as Lone Star's
taxes are made current.
The motion was seconded by Councilman Stephenson and passed unanimously with
Councilman Gardner absent.
The Council expressed ~.ts intent to vote in favor of the ordinance pending
payment of taxes by Lone Star Gas.
Agenda. Item N0. .3..-- Consideration of contract with Texas Voting Systems.
Mr. Bill McCloud, president of Texas Voting Systems, described the contract
and services his company would provide.
Councilman Halter moved to authorize the Mayor to sign the contract with
Texas Voting Systems.
The motion was seconded by Councilman Ringer and passed with Councilman
Gardner absent.

to purchase water.
City Manager Bardell stated that the water to be sold was master metered to
Foxfire Subdivision and that ARC would purchase the water from Foxfire. He
noted that the Council must approve such action as only the City is allowed
to sell water.
Councilman Stephenson moved to approve the request of Agency Records Control
to purchase city water.
The motion was seconded by Councilman Halter and passed with Councilman Gardner
absent.
Agenda Item No. 5 -- Consid.eration of Le_a_se Agreement with the Catholic Church
on~. park_ grou~ .d.
City Manager Bardell pointed out the area of proposed leasing and stated
that the land is to be used as a football/baseball field.
Building Official Koehler described the property.
Tax Assessor Bengs stated that the property had been placed on the tax roles
as required by state law. He noted that several local churches were buying
vacant land and were not using it for church related activities. The lease
would be in exchange for taxes assessed to the property.
Councilman Stephenson moved to approve the lease agreement.
The motion was seconded by Councilman Ringer and passed with Councilman Gardner
absent.
Agenda Item No. 6 -- Consideration of final plat of Brentwood, Phase IV.
This item was passed by consent with Councilman Gardner present.
Agenda Item No. 7 -- Other business.
Councilmmn Halter suggested a change in residential zoning designation above
R-2 to reflect the density per acre.
Mayor Bravenec asked City Planner Mayo about the census work in College Station
and Bryan. Mr. Mayo stated that the area was now on SMSA which may be
classified under the DIME data for block analysis. He further stated that
no information from the 1980 census would be available until 1982.
Mayor Bravenec suggested that local news media be requested to help defray
the $19,000 cost for a special census as they would receive an advertising
rate increase for the population they serve.
Councilman Halter suggested the Council look into the possibility of having
a College Station representative on the Brazos Valley Development Council.
Mayor Bravenec declared the meeting adjourned.
