MEMBERS PRESENT: Mayor Bravenec; Councilmen Hazen, Stephenson, Halter, Dozier, Gardner, Ringer; Council Liaison Martin; City Manager Bardell; Assistant Snider MEMBERS ABSENT: None VISITORS PRESENT: See guest register Agenda Item No. 1-- Ward boundary arrangement. Councilman Hazen moved and Councilman Stephenson seconded the motion to retain the county voting precincts with no change in lines. The motion failed by the following vote FOR --- Councilmen Hazen, Stephenson AGAINST --- Councilmen Ringer, Gardner, Dozier, Halter Mayor Bravenec asked for comments from the audience. Mr. Murl Bailey, 1807 Sabine Court, spoke in favor of setting six wards. Mr. Charles Hall, 511 Nagle, requested the creation of a ward plan that would be acceptable to the Justice Department. Councilman Halter moved to consider Plans C and A-3 and reject the others and that the Council make a final decision at the next regular meeting. The motion was seconded by Councilman Stephenson. Councilman Gardner stated that he was under the impression that the final selection was to be done at this meeting and was prepared to vote for Plan A-3. Councilman Halter withdrew his motion. Councilman Hazen moved to adopt Plan A-3. Councilman Gardner seconded the motion which failed by the following vote: FOR--- Councilmen Gardner, Hazen AGAINST --- Councilmen Ringer, Dozier, Bravenec, Stephenson Councilman Stephenson moved to consider Plans A-3 and C at 4:00 P.M., Thursday, November 4. The motion was seconded by Councilman Halter. Councilman Ringer moved and Councilman Dozier seconded to amend Councilman Stephenson's motion to include Plan B. The amendment passed with Councilman Halter and Hazen voting against. The amended motion to consider Plans A-3, B, and C at 4:00 P.M., Thursday, November 4, passed with Councilmen Hazen and Gardner abstaining. Agenda Item No. 2 -- Closed session to discuss possible litigation. MINUTES, Special City Council Meeting November 2, 1976 4:00 P.M. Mayor Bravenec called the Council back into open session. Councilman Halter moved that the City of College Station participate with the City of Bryan in the Lone Star Rate case on the basis of an equal sharing of cost of said suit. The motion was seconded by Councilman Ringer and passed with Councilman Dozier voting against. Agenda Item No. 3 --~Adjourn.
