Special City Council Meeting
September 30, 1976

Agenda Item No. 1 -- Discussion of Park Place paving project.
city Manager Bardell described the area of proposed improvement.
City Engineer Ash stated that the part of this project which can be assessed
is $16,000. He also stated that drainage improvements cannot be assessed.
City Planner Mayo stated that the areas not in the low income section can be
assessed at $8.00 a front foot.
City Manager Bardell stated that to assess any property, a five ordinance
proceedure is needed which will need to be passed by Council before any
construction can begin.
Mayor Bravenec directed City Manager Bardell to place the matter on the agenda
for the next meeting and to contact the property owners outside the low income
areas to see if they would be willing to pay at least 1/2 of the amount they
could be assessed.
A. genda Item No. 2-- .Inyestment plans for Bond Funds...
The Council was brought up to date on the City Manager's plan for investing bond
funds. There was concurrence on the basis that adequate collateralization take the
foremost place in considerations.

City Mmnager Bardell described Ordinance No. 901 and the need to amend it to
prevent any ambulance not permitted in College Station from operating within
the City Limits.
Mayor Bravenec stated that leaving Ordinance No. 901 as stated, would be
consistent in relieving the City of any obligation to Mr. Thornal.
Councilman Halter pointed out that allowing Ordinance 901 to stand, would allow
for review of Thornal's performance.
City Manager Bardell noted that as Ordinance 901 presently reads, if an
ambulance has a permit in another city, College Station cannot require the
ambulance service to meet the controls of equipment, personnel and insurance.
Councilman Ringer moved and Councilman Halter seconded tabling of the proposed
amendment to Ordinance No. 901.
Councilman Dozier asked that the City Attorney look into the legal~~e

City adopting an ordinance setting greater requirements of ambulance operators
than is set forth in state laws.
The motion to table passed unanimously.
Councilman Stephenson recommended that the City Manager explain the ramifications
of Council action to Mr. Thornal.
Mayor Bravenec called the Council into closed session.

Mayor Bravenec called the meeting back into open session and declared the meeting
adjourned.
