Called City Council Meeting
June 23, 1975
7:00 P.M.
MEMBERS PRESENT' Mayor Pro-Tem Bell, Councilmen Adams, Gardner, Dozier,
Halter; City Manager Bardell; Assistant Director of
Public Works Ford; Fire Chief Landua; Assistant City
Planner Mayo; Chris Longley.
MEMBERS ABSENT' Mayor Holt, Councilman Bravenec

The meeting was called to order at 7'00 P.M.
Agenda Item No. 1 -- Work session of the budget for the fiscal year of
1975-76.
City Manager Bardell explained the submitted budget of the Mental Health-
Mental Retardation Center. Norman Beal answered questions on behalf of
the Center. Councilman Adams made the point, as he did on all the
requests for funds, that his objection is not to the need of the requestor,
but to the method of funding; that is, the practice of getting funds from
both the county and the cities. This, he stated, obligates the city
citizens twice. Councilman Dozier requested a salary schedule for the
MHMR Center. Beal agreed to produce one.
Bardell and Ford explained, in answer to Councilman Adams' question, that
they are working out a fee schedule for mowing lots.
Bardell answered several questions to explain individual items on the
proposed budget. Council agreed to allow Bardell to proceed with the
advertising for three new police patrol cars as soon as possible.
Councilman Adams requested a letter be sent to Texas A&M University to
seek their financial participation in return for the fire protection service
provided by the City of College Station. Fire Chief Landua answered
questions. Councilman Halter raised a question about the fire hazards and
precautionary expenditures of the Aggie Bonfire.
Councilman Gardner moved to include in the budget the request of the
Bicentennial Committee for $2,700.00. Councilman Dozier seconded the
motion. The motion passed by the following vote:
For: Councilmen Gardner, Dozier, Halter
Against: Councilman Adams
Councilman Gardner moved to allocate in the budget the $6,070.00
requested by the Arts Council of Brazos County. Councilman Halter
seconded the motion. The motion passed by the following vote'

Councilman Halter moved to include in the budget the $1,500.00 requested
by the Retired Senior Volunteer Program. Councilman Gardner seconded the
motion. The motion passed by the following vote:
For: Councilmen Halter, Gardner, Dozier
Against: Councilman Adams
The MHMR request for $8,500.00 was tabled until the salary schedule could
be obtained.
Councilman Halter suggested that the Council might consider allocating
funds to support low-income children in the summer recreation program.
Councilman Dozier stated that the very reasonable fees were not, in his
opinion, keeping these children out of these programs.
Councilman Dozier moved that the City Manager be instructed and authorized
to investigate the feasibility of the purchase and to purchase the used
hydraulic truck described by the City Manager. Councilman Halter
seconded the motion. The motion passed unanimously.
Councilman Dozier moved that the amended budget and the MHMR request
be forwarded for approval to the regular Council meeting on Thursday,
June 26, 1975. Councilman Halter seconded the motion. The motion
passed unanimously.
Agenda Item No. 2 -- Other business.
Mayor Pro-Tem Bell, on behalf of the Hotel-Motel Tax Committee,
recommended to Council a proposal submitted by a graduate student at
the University to produce a survey and report as a source of information
to the City. The information would include such things as who visits
the City, why, and how much they spend here. The request is for up to
$500.00 expenses. Councilman Dozier suggested they delay action until the
June 26 regular Council meeting.
Councilman Gardner submitted the two animal ordinances developed by the
Development Controls Review Committee. The request is to include them
on the agenda for a meeting the last part of July.

Councilman Dozier moved to adjourn. Councilman Halter seconded the
motion. The meeting was adjourned at approximately 8'50 P.M.
