SPECIAL CITY COUNCIL MEETING
June 28, 1973
4: 00 P.M.
MEMBERS PRESENT: Mayor J. B. Hervey; Councilmen Fred R. Brison,
Homer B. Adams, J. D. Lindsay, R. D. Radeleff,
and C. A. Bonnen; City Manager Ran Boswell;
City Engineer George Ford; Director of Parks
and Recreation Paul Wojciechowski; City Attorney
James H. Dozier; and City Secretary Florence
Neelley.
MEMBERS ABSENT: Councilman Don Dale.
VISITORS PRESENT: Dr. William Hoover, J. W. Wood, Jim Wright, Pat
Mann, and Wayne Mar ion.
The special meeting of the College Station City Council was called
to order at 4-00 P.M. on Thursday, June 28, 1973 iD '.the City Hall
by Mayor J. B. Hervey.
Mayor Hervey asked the architect for the swimming pool, J. W. Wood,
to present a progress report. Mr. Wood listed the following
schedule:
1. The drawings to be completed by July 16, 1973.
2. Three weeks for study and review by the Parks and
Recreation Committee and City Council.
3. Bidding procedure to start August 3.
4. Awarding of contract the week of September 3.
5. Pool completion by March 4, 1974.
6. Five weeks for checking all phases of construction.
7. Start pool program April 15.
Councilman Adams asked if the pool could be covered later; Mr. Wood
stated it could be. Mayor Hervey asked if the core samples of
the soil had been taken. Mr. Wood said they either had been taken
or were in the process of being taken at this time, and it would
take about two weeks for a report from the samples. Mayor Hervey
asked if the plans had been revised. Mr. Wood stated they had
reversed the plans for the pool so the toilet facilities will
be closer to the tennis courts.
Mayor Hervey expressed to Mr. Wood the wishes of the council that
the work be proceeded with as swiftly as possible.
Mr. Jim Wright and Mr. Pat Mann of the Bryan-College Station
Chamber of Commerce appeared before the council relative to
assessing a room tax on hotel and motel rooms within the city.
The maximum tax allowed by state law is 3% and the city has the
authority to set up a body to oversee the control of money collected.
Mr. Mann stated the Bryan-College Station Chamber of Commerce
would like to be the authority, with the money to be used for

furthering tourism and conventions. After considerable discussion,
the council decided to weigh the matter further before making a
decision.
City Engineer Ford stated that constructing a sidewalk on the
east side of Glade Street from Anna Street to Southwest Parkway
would cost the city an estimated $9,516. City Attorney Dozier
said the city can legally assess for these improvements. City
Engineer Ford was requested to get some factual information rela-
tive to preliminary ground survey and profile, and a complimentary
estimate on cost of installation. Mayor Hervey asked that a letter
be prepared informing the interested parties what the council
is doing.
City Engineer Ford presented a plat showing the old Tarrow Street
right-of-way previously purchased by the city. After considerable
discussion, the council voted to retain possession of the property
rather than deed a portion to Tenneco.
Councilman Brison, Chairman of the Fire Committee, reported to
the council of a meeting with General O. D. Butler of the U. S.
Army Reserve. General Butler stated the helicopter based locally
was available to the city for fire or any other emergency, and
reinforcement could be obtained from Fort Hood or Fort Sam Houston.
General Butler also stated the fire fighting unit of the reserves
will become members of the College Station Volunteer Fire Department.
July 30 was set tentatively as the date the council would visit
the firemen.
The meeting was adjourned subject to call.
