CITY COUNCIL MEETING
CITY OF COLLEGE STATION, TEXAS
September 28, 1970
7:00 p. m.
Members Present: Mayor D. A. Anderson; Councilmen James H. Dozier, Bill
J. Cooley, Joseph J. McGraw, Cecil B. Ryan, C. H. Ransdell,
and Dan R. Davis; City Manager Ran Boswell; City Secretary
Lynda Swoveland; and City Planner George Eby

Mayor Anderson called the meeting to order at 7:00 p.m. in the Council Room of
the City Hall.
On motion by Councilman Dozier, seconded by Councilman Ryan, the Minutes of
the August 24, 1970 regular Council Meeting were approved as written.
Mayor Anderson briefly reviewed the Agenda for the benefit of citizens present.
He opened the floor for comments concerning agenda items. There being no comments,
he closed the floor for discussion.
Mayor Anderson asked for suggestions or recommendations from council members
concerning Regulations for the Sanitary Landfill. He explained that temporary regulations
had been mailed to each councilman earlier in the month by the City Manager. There was
considerable discussion as to who should be charged for using the sanitary landfill, and
whether the regulations should stipulate what constitutes decomposable and non --decomposable
items. Councilman Dozier moved that the city not accept contractor's rubble at the city
sanitary landfill. Motion was seconded by Councilman McGraw. There was some dis-
cussion concerning this motion. Councilmen Dozier and McGraw then withdrew their
motions and it was decided that a more thorough investigation should be made by the city
manager to determine what other cities are charging and what type of regulations are
being employed. The City Manager was asked by Mayor Anderson to prepare another
draft after more investigations are made, and send the draft to council members for their
review and comments.
Mr. Milton Radke gave a Traffic Engineer Study Report on Jersey Street, which
he had been requested to do by the City Manager. He reported on the following intersections:
1. Main and Church Street
2. Timber and Jersey
3`a Dexter and Jersey
4. Intersection of Jersey Street and Welborn Road (F. M. 2154 )
5. Intersection of Holick and Jersey Street
6. Intersection of State Highway 6 and Jersey Street
Mr. Radke informed the councilmen that he would have the complete study completed in
about 3 to 4 weeks and a full and detailed report would be submitted to t e, anager.

Mr. Radke submitted a preliminary Traffic Engineering Study Report to the City Manager
at the council meeting.
Mayor Anderson expressed his appreciation, on behalf of the Council, for the fine
report Mr. .Radke had given.
On motion by Councilman McGraw, seconded by Councilman Davis, the Mayor was
authorized to sign the contract between the Brazos County Counseling Service and the City
of College Station, Texas. This contract was made after the City Attorneys from the Cities
of Bryan and College Station decided that because the Counseling Service charged fees for
some of their clients (according to their ability to pay), and the two cities contributed to
the support of the Counseling Service, some type of contract needed to be drawn up and
executed. Motion carried.
The next item on the Agenda was the consideration of Ordinance No. 696, an
ordinance providing for a public hearing on the question of rezoning a 10. 518 acre tract
out of the J. E. Scott Survey, Abstract No. 50, from District No. 1, first dwelling house
district to District No. 4, first business district. This property is located near the inter-
section of FM 60 and the West By-pass of Hwy. 6 and FM 2818. City Planner Eby pointed
this area out on the map and explained that the Airport Zoning Board had reviewed this
case and had recommended its approval to the Planning and Zoning Commission. There
was some discussion concerning this item.
On motion by Councilman Davis, seconded by Councilman Dozier, Ordinance No. 696,
an ordinance providing for a public hearing on the question of rezoning a 10. 518 acre tract
out of the J. E. Scott Survey, Abstract No. 50, from District No. 1, first dwelling house
district to District No. 4, first business district, was adopted. Motion carried.
(This property is located near the intersection of FM 60 and the West By-pass of Hwy. 6
and FM 2818).
Councilman Dozier moved for the adoption of Ordinance No. 697, an ordinance
amending Section No. 1 of Ordinance No. 184, to include retirement for full-time
firemen employed by the City of College Station, Texas. Motion was seconded by
Councilman Davis. Motion carried.
Mayor Anderson explained that he had asked the City Attorney, Police Chief and
the Safety Committee to review and make recommendations of ordinances on the following
subjects, which they did:
1. Interlocal assistance of law enforcement officers during emergencies
2. Trash and Weed Ordinance
3. Public Disturbance Ordinance
4. Parade Ordinance
5. Disorderly Conduct Ordinance
He explained that their comments and approval had been received and the above
mentioned ordinances were for council consideration at this meeting.

Councilman Ransdell moved that Ordinance No. 698, an ordinance providing
for interlocal assistance of law enforcement officers during emergencies, be adopted.
Motion was seconded by Councilman Ryan. Motion carried.
Councilman Davis moved that the Public Disturbance Ordinance No. 700 be
adopted, with the changes as recommended by the city attorney and the Safety Committee.
Motion was seconded by Councilman Ransdell. Motion carried.
Councilman Ryan moved that the Disorderly Conduct Ordinance No. 701 be adopted.
Motion was seconded by Councilman Ransdell. There was some discussion among council
members concerning the language in this ordinance. Motion carried. Councilmen McGraw
and Dozier asked to be recorded as voting no because they felt the language of the ordinance
was much too broad and discriminatory.
Councilman Ransdell moved that Ordinance No. 702, a Parade Ordinance, be
adopted, with the changes as recommended by the City Attorney and Safety Committee.
Motion was seconded by Councilman Davis. Motion carried.
Councilman Cooley moved that Ordinance No. 699 be adopted, which is an
ordinance requiring weeds and grass to be cut upon premises and that rubbish and trash
be removed therefrom. Motion was seconded by Councilman Ransdell. Motion carried.
Mayor Anderson read Ordinance No. 699 aloud for the benefit of citizens present,
upon request from Mr. Ed Miller.
Mayor Anderson opened the floor for any discussion from citizens present.
Mr. James Poore asked that the Council look into the matter of adopting an ordinance
which would control the length of garage sales. He explained that there had been a garage
sale going on next to his home for more than two weeks, and on several occasions, he had
to call the police out to ask people to move their automobiles, so that he could get his car
out of his driveway. He explained that he was not against garage sales, but did feel a time
limit should be placed on them, if at all possible. He also reported that in the alley behind
his home, people had been dumping trash consisting of limbs and tree cuttings. He asked
whether something could be done about this. Mayor Anderson said that the City Manager
would check into this matter. He further stated that it probably constituted a fire hazard
that would be in the area of the Fire Marshall.
A citizen present, who resides at 306 Glade stated that he felt, regarding the survey
made by the traffic engineer on Jersey Street, something should definitely be done at the
intersection of Jersey and Timber. He said people were not using the intersection because
it was too dangerous.
Mr. Miller, a citizen present, asked if something could be done about the medians
on Jersey being painted so they would be more prominent at night. Mayor Anderson asked
the City Manager to check with the Highway Department concerning this matter for some
positive action.

On motion by Councilman Dozier, seconded by Councilman McGraw, the meeting
was adjourned, subject to call,
