REGULAR CITY COUNCIL MEETING
CITY OF COLLEGE STATION, TEXAS
August 24, 1970
7:00 p.m.
Members Present: Mayor Pro tem C. H. Ransdell; Councilmen Dan R. Davis,
Bill J. Cooley, Joseph J. McGraw, and Cecil B. Ryan;
City Manager Ran Boswell; City Secretary Lynda Swoveland;
and City Planner George Eby
Members Absent: Mayor D. A. Anderson and Councilman James H. Dozier

Mayor Pro tem Ransdell called the meeting to order at 7:00 p.m. in the Council
Room of the City Hall.
Mayor Pro tem Ransdell asked for concurrence of the Council, which was given,
in officially excusing Mayor D. A. Anderson and Councilman James H. Dozier from the
Council meeting.
On motion by Councilman McGraw, seconded by Councilman Ryan, the Minutes
of the July 27, 1970 regular meeting were approved as written.
Mayor Pro tem Ransdell briefly reviewed the Agenda items for the benefit of
citizens present.
Mayor Pro tem Ransdell opened the floor for a public hearing on the question of
rezoning a 9.102 acre tract of land in the Richard Carter League, Brazos County, Texas, at
the intersection of Highway 30 and Highway 6 East By-pass, from District No. 1, first
dwelling house district to District No. 4, first business district.
Dr. Phil Hobson, a citizen present, who resides on Dominik Drive, spoke on
behalf of the citizens who reside in that area who had protested the rezoning of this property,
until the acreage to be rezoned was cut down. He stated that the citizens did not now oppose
the zoning, as long as the strip of land that was directly behind Dominik Drive in the
University Arms Subdivision remained as residential.
City Planner Eby pointed the area out that was under consideration for rezoning,
on the city map.
Mrs. Paul Kramer spoke concerning a tract of land that was commercially
zoned behind some residences on Kyle Avenue. She stated that she hoped, in the future,
some planning would go into zoning and a "hamburger place" would not be built behind
residential dwellings.

Councilman McGraw stated that he felt the City of College Station needed an
up -dated and revised plan and it did need citizen -wide participation.
Mayor Pro tem Ransdell closed the public hearing and brought the matter back
to the Council for their consideration.
On motion by Councilman McGraw, seconded by Councilman Cooley, Ordinance
No. 695 was adopted, with the caption and conditions as follows: "An ordinance rezoning a
9.102 acre tract of land lying and being situated in the Richard Carter League, Brazos
County, Texas, at the intersection of Highway 30 and Highway 6 East By-pass, from
District No. 1, first dwelling house district to District No. 4, first business district.
Conditions are as follows: (a) Granting of necessary drainage easements deemed
necessary by the City Engineer, (b) The developer submit a detailed plat of each proposed
development unit, and (c) The developer shall build a 6 -foot solid fence separating the
commercial area from the residential area before any commercial construction is initiated,
or within two years, whichever is shorter. Motion carried. The vote was unanimous.
Jim Gardner, a citizen present, made some comments about the recent Planning
and Zoning meeting, where the University Oaks, Section 2 Preliminary Plat had been approved,
conditional. He stated that he would like to see them reconsider the area outlined for a park
on the plat. Some discussion followed among council members and Mr. Gardner.
Mr. Ed Miller, a citizen present, asked for clarification on a point concerning
the new Subdivision Regulations Ordinance. He asked whether the Planning and Zoning
Commission approved the preliminary plat and the final plat. Mayor Pro tem Ransdell
stated that the City Council does not approve the plats any longer, and this is based on
state law. Mr. Miller asked what the recourse of action would be if the Commission
approved a plat and the citizens were not pleased about it. Mayor Pro tem Ransdell
stated that he supposed that the Council could be a 'Board of Appeal" in such a case.
At the suggestion of Mr. Miller, the Councilmen directed the City Manager
to have a copy of the Planning and Zoning and City Council Meeting Minutes placed on the
bulletin board after each meeting from now on, so that citizens might have a chance to
review them before the meetings.
On motion by Councilman McGraw, seconded by Councilman Davis, the meeting
was adjourned, subject to call.
