On motion by Councilman Orr, seconded by Councilman Sorrels, City Secretary
Manning was excused from this meeting.
A public hearing was called on the question of rezoning parts of Lots 31
and 32 in the D. A. Smith Subdivision. There were no objections and the mayor
declared the hearing closed. On motion by Councilman Boyett, seconded by
U Councilman Landiss, Ordinance No. 380, an ordinance rezoning those parts of

9. Lots 31 and 32 presently zoned as District No. 5, Second Business District,
a and District No. 3, Apartment House District, in the D. A. Smith Subdivision,
(�10to District No. 4, First Business District, was passed and approved.
On motion by Councilman Orr, seconded by Councilman Landiss, the directors
V of the Brazos County Youth Counseling Service were commended for their work
W and their plan for a fee system on a trial basis of one year was approved.
U) Councilman Sorrels did not vote since he is a member of the board of this
< organization.

� On motion by Councilman Orr, seconded by Councilman Rhodes, Ordinance No.
378, an ordinance receiving certain territory adjoining the limits of the city
into and incorporating the same as a part of the City of College Station,
D Texas, was passed and approved in its original form.
® On motion by Councilman Orr, seconded by Councilman Sorrels, the mayor
m was authorized to arrange for a meeting with the city commission of Bryan to
discuss apportionment of the areas of overlapping extraterritorial jurisdiction.
On motion by Councilman Landiss, seconded by Councilman Rhodes, the bid
of General Electric Supply Company in the amount of $4,160.20 for electrical
supplies was accepted.

On motion by Councilman Sorrels, seconded by Councilman Orr, the city
Q manager was granted permission to attend the International City Managers'
aMeeting in Denver October 13-17, 1963, and to be reimbursed for expenses
incurred.
® The city attorney submitted a memorandum to the council which stated
that the council has the power to authorize the erection of church directional
e signs. Councilman Rhodes was appointed chairman of a committee to decide on
W a uniform size for such signs. He and Councilman Rosprim are to work with
(j) three members to be appointed by the Ministerial Alliance.
W On motion by Councilman Rhodes, seconded by Councilman Boyett, the city

was authorized to proceed with the beautification program which is
� now under way with the parks in the College Hills Estates Addition. The vote
on the motion was unanimous.
The council reaffirmed the policy relative to installation of street
® lights when request for such installation is initiated by property owners.
M A copy of the policy is made a part of these minutes.
The council adjourned subject to call.

The College Station city council in a recent review of its policy
regarding the installation of street lights in residential areas where
street lights are not required to be installed by developers reaffirmed
its position of participating in the erection and maintenance of such
lights when requested by residents to do so. Under the policy the city
manager will review all requests and make any studies necessary to determine
the location and feasibility of lights requested. Once location and number
of lights have been determined, the city will install and maintain the
lights under these conditions: (1) owners requesting street lights will
pay the actual cost of the lights (current price is about $95 each); (2) the
V city will erect necessary poles and lines, install the lights, furnish power
W for their operation, and maintain them.
(,JW Residents along any street, or a considerable number of blocks on a
p- street, who wish to have street lights installed under these conditions
Cb should file their requests for installation with the city manager. All
2 requests will be reviewed by the city manager and installation authorized
