WORKSHOP CITY COUNCIL MEETING
WEDNESDAY, OCTOBER 21, 1981
4:00 P.M.

Agenda Item No. 1 - Council ~oncerns.
Councilman Prause asked for a report on the estimate of repairing the problem located
at the corner of Langford and Lancelot.
City Engineer Ash stated that he had the figures in his office and the council members
could look at it anytime.
Councilman Jones asked if street repairs could be made on the corner of Haines St. and
Glade St. due to excessive amount of road damage.
Councilman Runnels stated that he had talked to individuals of that neighborhood and the
residents do not want the road repaired if the cost will be assessed to the property
owners.
Mr. Ash stated that street repairing of this nature are normally not assessed to the
property owners unless total reconstruction is necessary.
Councilman Boughton stated that she had mentioned previously the poor condition of
Nagle St. between Church St. and University Drive and was informed that repair would be
put off until the phone company completed their construction. She stated that the phone
company had finished their project.
City Engineer Ash stated that the only problem with this project would be funding.
Agenda Item No. 2 - Discussion of priority for H~ghway funding projects.
City Planner Mayo presented and explained the major highway projects. He presented the
council with a list of the Brazos County priority projects. He stated that out of the
21 projects listed, only 10 were College Station projects.
Mr. Mayo stated that the city staff and city council could give the highway department a
list of what the city believes are priority projects.
Mayor Halter asked that the modification of ramps be explained to the council.
City Engineer Ash stated that one of the modifications would be an off ramp to serve the
mall area. Also, a slip-on ramp would be built south of the mall area. Other suggested

priorities would be the re-designing of the frontage road in front of the mall. He
stated that the highway department wanted to include these projects on their 20 year
plan. He also suggested sending the highway department a list of these priority
projects.
After further discussion on the priority projects, the council agreed that the first
four priority projects would be the modification of ramps on S.H. 6, reconstruction
of the frontage road from S.H. 30 to Southwest Parkway, 6-lane curb and gutter on
S.H. 30, and construction interchange of Southwest Parkway. After these four projects,
Mayor Halter suggested that the council members create a list according to their
priorities for the remainder of the projects.
Agenda Item No. 3 - Discussion of proposed Whalen water contract.
City Manager Bardell presented and explained the Whalen water contract to the council.
He stated that Mr. Wischmeyer reviewed the contracts and suggested adding a clause that
stated that the water to be provided by Whalen and paid for by the city be of a
similar quality to the water that the city is currently using.
Mr. Arnold Darrow, of the Whalen Corporation, explained the process of drilling the well
and the salvageable value of the well.
City Attorney Denton suggested several minor changes be made in the contract. The first
was to clarify that the guaranteed volume of purchase will be reduced if the well does
not pump the 3,000,000 gallons of water a day. Another was that the policy of
comprehensive general liability insurance limit is tcolow. The paragraph should indi-
cate that the city if also insured in this policy.
Mr. Darrow stated that he did not see any problems with these additions. He needed to
check on the insurance policy. He also added that the 210 days to complete the well
after negotiations puts the timing schedule in prospective.
City Manager Bardell stated that exhibit "A" which included a set of specifications
prepared by Riewe & Wischmeyer, shall be added to the contract.
The council will take action on this at the Regular City Council Meeting.
Agenda Item No. 4 - Closed session to discus.s pending litigation [6252-17(e)] and
land acquisitions [6252-17(f)].
The council moved to closed session and later reopened to the public.
Agenda Item No. 5 - Action on closed session.
There was no action taken.
Agenda Item No. 6 - Adjourn.
Mayor Halter adjourned the meeting at 5:30 p.m.
