COUNCIL MEMBERS PRESENT: Mayor Halter, Councilmen Ringer, Boughton, Dozier Runnels, Prause, Jones COUNCIL MEMBERS ABSENT: None STAFF PRESENT: City Manager Bardell, Assistant City Manager/Finance Director VanDever, Administrative Intern for the City of College Station Baty VISITORS PRESENT: See guest register Agenda Item No. 1 - Council Concerns. City Manager Bardell annou~d the Texas Municipal League District 10 Meeting in Luling, Texas on August 20, 1981 at 7:00 P.M. He stated that if any members would like to attend, they should inform him as soon as possible. He also stated that the water shortage is still continuing as a problem. He pointed out that the city is consuming less gallons than our maximum allowance. He stated that the water pump at the University should be fixed soon and the City of College Station would know something by Tuesday. Councilman Jones asked if a decision had been made concerning the renaming of the East and West By-passes. City Manager Bardell stated that the renaming of the By-pass had not been followed up on. Councilman Jones asked if it was possible to make a final decision as soon as possible. Asenda Item No. 2 - Discussion of Cable TV Franchise Policies. Jim Baty, administrative intern for the City of College Station, presented and explained the T.V. Cable Franchise Report he had written. He stated that his research focused on the Franchise issuance fees, and usage of an access channel for governmental information channel. He pointed out that a brief description in Section 1 consisted of the proposed usage of an access channel for governmental information. He stated that an ordinance proposal is also described to bring franchise fees and pole contact charges in line with other cities. Mayor Halter complimented Mr. Baty for such a thorough report. He also thanked the Public Works Resource Center which is a part of the Texas MINUTES WORKSHOP CITY COUNCIL MEETING WEDNESDAY, AUGUST 12, 1981 4:00 P.M. PAGE 2 Engineering Extension Service at A&M University for their cooperation in sending out questionaires to various Texas cities on the cable project. City Manager Bardell pointed out that the present Franchise ordinance states that a privilege had been granted to build, use, maintain, and operate a system for the purpose of receiving, amplifying, and distributing television signals. The cable corporations are proposing to have a 2-way system to extract data and receive data throughout the city for various purposes. This is not defined in the present ordinance. City Manager Bardell stated that they had created an ordinance allowing 2-way systems to be used by cable corporations. Councilman Runnels asked Mr. Baty if the cable companies keep growing on the present pace, if the F.C.C. would start regulating cable corporations. Mr. Baty stated that the F.C.C. probably would not start regulating cable T,V, due to what they already regulate and their present financial situation. City Manager Bardell stated that the city is looking for a way to override all channels for emergencies to announce that citizens should turn their stations to an all emergency channel to further information. Mayor Halter stated that this would be looked into further. Mr. & Mrs. Jack Miller of the Beautify Brazos County Association spoke. Mr. Jack Miller, of the Beautify Brazos County Association, explained how the organization works and cleans up areas in the county. He stated that the organization is made up strictly of volunteers. He stated that the association is consists of 4 appointed directors, a City of College Station Representative, Bryan City Council Representative, Chamber of Commerce Representative, Commissioner's Court Representative. They are a non-profit, tax exempt organization. Their purpose is to clean up and help beautify Brazos County. He announced that a B.B.Q. dinner would be held on Tuesday, September 1, 1981, at 12:00 Noon at the Brazos Center. Tickets are $4.50 a plate and the speaker for the dinner will be William R. Nash, Vice-President of Keep America Beautiful. Mrs. Dorothy Miller explained the events that would be taking place on September 1, at the Brazos Center.
