WORKSHOP CITY COUNCIL MEETING
TUESDAY, JUNE 9, 1981
4:00 P.M.

A~enda Item No. 1 - Council Concerns.
Councilman Boughton stated that she is concerned about contractors tearing up the
streets, spilling concrete, tearing down signs on Welch Street.
City Manager Bardell stated that most the damage is coming from overloading of
concrete trucks. A proposed change in the load limit was brought before the council
previously and the ready-mix concrete company representatives objected and stated
that this limitation would cause price of concrete to increase.
Councilman Boughton stated that the damage to the street and signs should be charged
to the contractors.
City Manager Bardell stated that if the damage could be traced to a particular company
then the city could charge them.
Mayor Halter stated that he would not be going to New York with the City Council and
City Staff.
He also stated that the architects for the Community Center had brought by brick
samples and would like for the council to pick from the selection their choice of
colors. He also stated that the council had not made a final decision having the
old brick removed and replaced or coat the bricks that are there now.
Agenda Item No. 2 - Consideration of salary adjustments.
Asst. City Manager/Finance Director Van Dever presented and explained the funds to
be available to adjust the salaries of city employees.
He stated that the staff feels comfortable with the salary adjustments proposed in
the budget for 1981-82.
City Manager Bardell stated that with a few unoccupied positions and the increase in
revenues, the budget looks comfortable for adjustment in salaries.

Councilmen Ringer stated that the committee had proposed to create 7 steps
in each pay range rather than 5.
Councilman Ringer moved to approve the salary adjustments as recommended by the
City Staff.
Councilman Runnels seconded the motion which passed unanimously.
Agenda Item No. 3 - Consideration of 1981 Community Development Program Revision.
Zoning Official Kee presented and explained the revision of the 1981 Community
Development Program calling for the deletion of the construction of Eleanor Street
from the 1981 program.
In it's place, she stated that the paving, curbing, and guttering of Chappel Street
would be constructed to avoid potential drainage problems in the future.
The citizens committee had met and agreed to this if Eleanor Street is a priority
in next year's program.
Councilman Boughton moved to approve the revision of the Co~unity Development
Program by putting improvement to Chappe! Street in this year's program and placing
Eleanor Street on next year's program.
Councilman Ringer seconded the motion which passed unanimously.
Agenda Item No. 4 - Contingency requests for 1980 audit expenses.
Asst. City Manager/Finance Director Van Dever presented and explained the request
for $41,937.24 and reasons for the higher than estimated expenses for the 1980 audit
from Hereford Lynch and Company.
Councilman Ringer moved to approve transferring of funds from contngency to pay
for the audit expenses.
Councilmen Boughton seconded the motion which passed unanimously.
Agenda Item No. 5 - Consideration of decision packages for general funds and
Revenue Sharing Fund.
Asst. City Manager/Finance Director Van Dever presented and explained the ranking
procedure of the decision packages and the scratched items.
City Manager Bardell discussed with the council several decision packages including
scratched items and salary adjustments and the possibilities of funding these
items.
Councilman Ringer moved approval of the decision packages as recommended by the

Councilman Boughton seconded the motion which passed uanimously.
Agenda Item No. 6 - Closed session to discuss personnel [6252-17(~)].
The Council moved to closed session to later open to the public.

There was no action taken on closed session.
Agenda Item No. 8 - Adjourn.
Mayor Halter adjourned the meeting.
