COUNCIL ME~ERS PRESENT: Mayor Halter, Councilmen Runnels, Kelly, Ringer COUNCIL MEMBERS ABSENT: Councilman Dozier, Boughton, Jones STAFF PRESENT: City Manager Bardell, Assistant City Manager Van Dever, Parks and Recreation Director Beachy, City Engineer Ash, City Planner Mayo, Fire Chief Landua, Tax-Assessor/ Collector Schroeder, Assistant City Planner Lonley VISITORS PRESENT: See guest register AGENDA ITEM NO. 1 - Public Hearin~ and Discussion of Bond Election. Mayor Halter presented and explained to the public the reason for the bond issue at this time. Mayor Halter asked Councilman Runnels, who has been chairman of the Capital Improvements Committee, if he had anything to add. Councilman Runnels stated that this was the first time the city had proposed a five (5) year capital improvements program. He also stated that it is to help stabilize the cash flow and budgeting logically. PROPOSITION 1 City Engineer Ash presented and explained Proposition No. 1 which consists of water system improvements for the city which will cost $7,850,000. One member of the audience stated his approval for the water system improve- ment. Joan Hazelwood asked if the improvements will be sufficient for the city in the next 5 years. City Engineer Ash stated that growth in the system will always be needed, but the proposed water system should be adequate for 5 years. Joan Hazelwood asked if the quality of the water would be acceptable. City Manager Bardell stated that the water will be coming from a different well than the present and the water has been tested to be of better quality than the current wells. PROPOSITION 2 City Engineer Ash presented and explained to the public Proposition 2 for sewer system improvements which will cost $6,510,000. 03 .74 MINUTES Special City Council Meeting Tuesday, March 31, 1981 7:00 P.M. Page 2 Mayor Halter asked if there was any questions from the public. One gentlemen asked if this project would be sufficient for College Station in the next 5 years. City Engineer Ash stated that the growth of College Station will not reach the maximum usage of the system in the near future. PROPOSITION 3 City Engineer Ash presented Proposition 3 for electrical system improvements that will cost $2,185,000. City Manager Bardell explained the use of the electrical system now and for the future. Joan Hazelwood asked if the city was going to annex areas east of the by-pass including Foxfire and the Ponderosa. Mayor Halter stated that the Ponderosa was in the city limits, but that Foxfire was not because the streets in Foxfire were not built according to city specifications. Several questions were raised about Foxfire's street construction. Mayor Halter stated that these propositions were revenue bonds which were financed out of revenues from the utility system and not from city taxes. Joan Hazelwood asked if this would increase utility rates. Mayor Halter stated that there would be a normal increase in utility rates over the years in any case. City Manager Bardell stated that these propositions would not greatly effect utility rates because a growing population would be the increasing normal utility revenues. PROPOSITION 4 Mayor Halter presented Proposition 4. City Engineer Ash explained Proposition 4 which would cost $5,760,000 for streets, right of ways, and traffic signals. Several questions were raised by the public concerning how the projects would be done. One gentleman stated his opposition to the project because his house would have to be destroyed and that he and his neighbors were very concerned. 03 75 MINUTES Special City Council Meeting Tuesday, March 31, 1981 7:00 P.M. Page 3 City Manager Bardell stated that this project has been considered before and put off and that it could be done the same way now. City Engineer Ash stated how the city plans for the overall good for the future automobile traffic in the city. Several guests asked the council about different streets and overpasses in the city. Other questions were asked about traffic signals in the different areas. PROPOSITION 5 Mayor Halter presented Proposition 5 for Municipal Building Additions that would cost $1,805,000. Questions were asked by the audience concerning the police addition. One member of the audience stated that 3 years ago the city voted on building a new police and fire station plus a warehouse, and was concerned if this addition to each now would result in the need for extra additions in the next 3 years. PROPOSITION 6 Parks and Recreation Director Steve Beachy presented and explained Proposition 6 for the Park Development project which would cost $2,080,000. Joan Hazelwood stated her concern on the parking for some of the parks proposed. PROPOSITION 7 Parks and Recreation Director Beachy presented and explained the Parkland Acquistion which would cost $1,150,000. Mayor Halter explained that currect cost in the future for land would be higher and that land bought today could be traded for other land if the sight for the park proposed was inappropriate. Mayor Halter asked the audience it there was any other questions. When no one spoke, Mayor Halter adjourned the meeting.
