Workshop City Council Meeting
Wednesday, March 11, 1981
4:00 P.M.
COUNCIL MEMBERS PRESENT: Mayor Halter, Councilmen Boughton, Ringer, Kelly, Jones,
Runnels, and Student Government Liaison Herring
COUNCIL MEMBERS ABSENT: Councilman Dozier

Agenda Item No. 1-Council Concerns
Councilman Boughton asked if the Redbud trees were planted in Gabbard Park.
Parks & Recreation Director Beachy stated that they had been ordered and that
plans were to plant 12 of the trees around the pond in the park.
Councilman Boughton asked City Engineer Ash what had become of the street specifica-
tions.
City Engineer Ash stated that they were in the final stage, would be sent to the
printer at the end of March and would be in effect by the end of April.
City 5~nager Bardell stated that the staff had done some research on the regulation
of the purchaser's of used jewelry and precious metals. The City of Bryan's Or-
dinance #400 requires purchasers of used jewelry and precious metals to secure a
permit, keep a roster and submit the roster to the Chief of Police within 24 hours
after purchase has been made. Further study suggests that the purchaser should be
required to keep the items purchased for 72 hours so that they may be recovered if
they are stolen items. Mr. Bardell requested that the City Attorney draft an ordin-
ance including these provisions.
The Council was in favor of this suggestion.
Agenda Item No. 2-Discussion of Recreation Fees and Concession.
Parks & Recreation Director Beachy presented a Revenue Analysis of Recreation Fees
and Concession Policies including revenue estimates for the next fiscal year. Mr.
Beachy presented the Council with the idea of selling beer at the Central Park Con-
cession stand and asked how the Council viewed this proposal. He also stated that
his main interest in this proposal was to increase revenue.
Recreation Superintendent Rodgers presented information to the Council on how other
cities handle the sale of beer.
Ms. Rodgers and Mr. Beachy answered questions of the Council.

Councilman Jones expressed his opposition to the proposal.
Councilman Ringer felt this was the time to try this proposal. He saw no harm
in trying it since it can be stopped if it is not successful.
Mayor Halter moved to table the proposal to sell beer at Central Park until a later
meeting.
The Council then discussed various details on the operation of the sale of beer.
Agenda Item No. 3-Discussion of Proclamation for Beautify Brazos Count~.
Community Developement Planner Kee_explained the proclamation for clean up day.
J. C. Miller was present to answer questions.
No action was taken at this time.
Agenda Item No. 4-Consideration of possible questionaire to be included on ballot
for April 4th election.
Mayor Halter presented a draft of the proposed questionaire.
Councilman Jones moved approval.
Councilman Ringer seconded the motion.
Jerry Cooper, editor of the Texas Aggie, offered his services in developing this
draft.
City Secretary Schroeder pointed out that absentee balloting starts on the following
Monday, March 16th. The Council was faced with finalizing the draft quickly in order
to get it printed on the ballot.
The Council then discussed the heading for the questionaire.
Mr. Cooper suggested: PUBLIC OPINION POLL (NON BINDING SURVEY)
The motion was approved unanimously.
Agenda Item No. 5-Closed session to discuss pendin~ litigation.
The Council moved to closed session later to reopen to the public.
Agenda Item No. 6-Action of closed session.
There was no action on closed session.
Agenda Item No. 7-Adjourn.
Mayor Halter adjourned the meeting.
