MEMBERS PRESENT: City Manager Bardell, Mayor Halter, Councilmen Runnels, Kelly Jones, Boughton, Ringer, Dozier, City Secretary Schroeder, City Engineer Ash, Director of Parks and Recreation Beachy, Building Inspector Perry, and Fire Marshal Davis. MEMBERS ABSENT: none. VISITORS PRESENT: See guest register. Agenda Item No. 1-Council Concerns. Mayor Halter stated that the city had been asked to sponsor a Princess in the annual Black and White Ball. The purpose of this affair is to raise money for Mexican American students to attend college. Mayor Halter asked the Council and the public for nominations for this representative. Councilman Ringer suggested contacting Ann Hazen. The Council discussed several streets that need repair. Councilman Jones implemented the initiation of a new signal light at Southwood and F.M. 2818. Agenda Item No. 2-Discussion of schedule for Capital Improvement Program. City Engineer Ash requested that the Council decide on a date for the Bond election. City Manager Bardell stated several steps leading up to the election. The first step being to meet with consultants to discuss the wording of the bond order for the election. The next step is preparation of a citizens handbook explaining each of the projects. The election then has to be called thirty days in advance. Mr. Bardell listed several pros and cons that needed to be considered in select- ing the date of the election. Setting the date before or with the General election would present a time limit that might cause the quality of the presentation to the public to suffer. Having the bond election with the General election would complicate the ballot and voting procedure. However it would save money and get better voter participation. Setting the date after the General election might remove ~olitical implications. However, the faculty and student body would be gone at this time. City Engineer Ash stated that the presentation to the public should begin in March. After much discussion the Council decided the did not want to set the date at this time. They felt they needed more time to consult with citizens. Special Workshop City Council Meeting Wednesday, January 28, 1981 4:00 P.M. page 2 Agenda Item No. 3-Discussion of Building Code. City Manager Bardell stated he felt the city needed to adopt the most current Southern Standards Building Code. This revised Code sets permit fees by policy rather than by Ordinance as the one currently in use does. He also mentioned the need to increase the permit fee to meet current rates. The City Fire Marshal Harry Davis and the City Building Inspector Coy Perry were present to answer questions. Building Inspector Perry stated that the major changes in the revised building code were mainly related to Fire and Safety. One of the major changes dealt with requirements for sprinkler systems. It would require any place of assembly larger than 5,000 square feet to have a sprinkler system. Any hotel or motel having more than 15,000 square feet total would also be required to have a sprinkler system. Agenda Item No. 4-Adjourn. Mayor Halter adjourned the meeting.
