WORKSHOP CITY COUNCIL MEETING
WEDNESDAY, SEPTEMBER 23, 1981
4:00 P.M.

Agenda Item No. 1 - Council Concerns.
Councilman Boughton stated that she had seen a number of dumpsters over flowing
with trash for a long period of time. She asked the city staff to look into having
these dumpsters emptied more often to keep the trash from piling up and overflowing
onto the streets.
City Manager Bardell stated that the city could check and make sure all daily pick-
ups are completed.
Councilman Boughton asked that residents be asked not to put brush that is to be
picked up along the streets where it sometimes hinder the view of a driver.
Agenda Item No. 2 - Arts Council to present plans for Concert Pavillion to the City
Council.
Jody Bates, of the Arts Council, presented the plans for the Concert pavillion.
Duane Cote, architect of the pavillion, showed the original plans and those that he
had re-designed for extra facilities to the council. He stated that each would be bid
on separately if the council desired. He stated that the estimated cost of the project
would be approximately $75,000 to $80,000.
After further discussion by the council, Mayor Halter pointed out that Finance Director
VanDever had presented an itemized budget of the hotel-motel tax fund and spending of
those funds on future projects.
Councilman Jones suggested, and the council agreed, that bids should be taken before
the appropriations for the project were approved.
Agenda Item No. 3 - Discussion of animal shelter agreements.
City Attorney Denton presented and explained the agreement to be signed by the council
between College Station, and Bryan and Brazos County for an animal shelter.
He stated that there were a few revisions that needed to be made to the agreement
before signing.

One question to be addressed is the method of destroying unclaimed animals.
Another is whether the animal shelter should be open more hours than proposed on
the agreement.
City Manager Bardell asked if a decision had been made on whether the fees
generated from the sale of dog tags were going to be a part of the city's general
fund revenue or transfered to the animal shelter fund.
Mayor Halter stated that letting the shelter sell the tags could be an easier way
to solve the problem.
City Manager Bardell stated that the proposed system to run the animal shelter is to
keep the animal 72 hours. If in that time, the animal is claimed by the owner then
the owner must pay for the boarding of the animal and vaccinations, if necessary.
In some cases, owner must pay a fine for the animal.
Mayor Halter stated that the committee for the animal shelter will be meeting again
soon and would like to have some ideas concerning the animal shelter from the
council members.
