WORKSHOP CITY COUNCIL MEETING
WEDNESDAY, JULY 22, 1981
4:00 P.M.
COUNCIL MEMBERS PRESENT:
Mayor Halter, Councilmen Boughton, Prause, Jones,
Runnels
COUNCIL MEMBERS ABSENT: Councilmen Dozier, Ringer
STAFF PRESENT:
City Manager Bardell, City Engineer Ash

Agenda Item No. 1 - Council Concerns.
Councilman Boughton asked what the answer was to to Councilman Ringer's question
of two week ago concerning the status of Holleman Street.
City Manager Bardell stated that the Highway Department has asked the city for further
verification of utility locations before they can finalize the engineering plans
and go out for bids.
Councilman Prause and Councilman Runnels asked questions concerning the utility
billing.
City Manager stated that the staff would look into the problem and report on the
situation at the Thursday meeting.
Councilman Jones asked that the stop signs on Longmire and Ponderosa be put back
up due to being knocked down.
Mayor Halter asked question concerning the public relations committee.
Councilman Prause stated that publicity for the city has been going pretty well.
He stated that the committee should meet in the near future.
Agenda Item No. 2 - Consideration of depository bid form.
Mayor Halter presented and explained the bid form to the council. He explained each
section to the council pointing out that this bid form would make the banks more
competitive in seeking the city's business.
City Manager Bardell stated that existing City Depositories are fixed time deposits
and will continue until they mature. He also stated that one section will be at
what rate the bank will honor overdrafts.
Mayor Halter stated that Section iO-D is being deleted due to minimum blocks of
$50,000 for pledged securities.
Councilman Prause asked if the banks had any problems with the Re-Purchase Agreement
section.
Mayor Halter stated that some banks did object to the Re-Purchase Agreement section
because they did not want to pay interest to the City of College Station for using
the city's mondy on weekends.

City Manager Bardell stated that the bids would be evaluated by giving points
according to the place they come in in each category. For example:
First Place
Second Place
Third Place
Fourth Place
4 Points
3 Points
2 Points
1 Point
The bank bid with the most awarded points would win the City Depository bid.
Mayor Halter stated that this depository bid form will create competition in the
bank's bids and will allow the city to receive better rates and services from the
awarded winner.
Mayor Halter asked if there were any objections to the bid form. No council members
objected.
Councilman Jones moved that the bid form be used on a trial basis for City Depository.
Councilman Runnels seconded the motion and added that all abbreviations be spelled
out in the future for a more formal bid form.
The motion passed unanimously.

The council moved to closed session to later reopen to the public.

There was no action taken.

Mayor Halter adjourned the meeting.
