Councilman [loughton commended the Sanitation Department on trash pick
up.
Councilman ..'~emec suggested that the council consider the adoption of a
policy pertaining to the selection of board members.
The council had no objections to the suggestion.
Councilman Prause suggested having placques or certificates ~Jres~nted
to each ~ember of city committees, and having these citizens
recoqnized with an annual Appreciation Day.
After further discussion, Councilman Jonms asked that letters of
recognition be mailed to all individuals who have served on the
various citizens committees.
Councilman Prause stated that he has had some complaints about
mosquitoes in the Treehouse Drive area.
City F~anager Bardell said that he would check into the matter and have
the area sprayed.
Councilman gunnels commended the city staff for filling the boles in
city streets damaged by recent rains.
City ~anager Bardell stated he has been informed that manufacturers of
modular homes may apply for and receive state inspections and state
certification. [~nits so certified are not required to meet the city's
building codes, as the state inspection supersedes an inspection by
the city. The structual aspects, electrical wiring, and plumbing
requirements of these manufactured units are therefore exempt from
city codes. He stated that the staff will review this item and
present same at a later date.

Agenda Item .'lo. 2 - Consideration and discussion of cost of living
increase.
Councilman Ringer presented the item. ~'e stated that a council
committee met with the city staff regarding the cost-of-living
increase. The comr~ittee decided to recommend that the council approve
the I~% cost-of-living increase, which they feel represents a fair
increase in relation to the local labor market. Another
recommendation is that the staff investigate and report back to the
council on initiating a pay raise program based upon a true merit
system.
Councilman Ringer moved to approve the ~% cost-of-living increase and
the development of a merit system.
Councilman Runnels seconded the motion.
Councilman Prause asked if the council would be able to raise various
salaries in different departments at a later time.
Asst. City ~anager/Finance Director VanDever stated that the council
could do so at anytime.
The motion was voted on and passed unanimously.
Agenda Item ~o. 3 - Closed session to discuss personnel [6252-17(g)7.
The council moved to closed session and later reopened to the public.
Agenda Item ~1o. 4 - Consideration of appointing individuals to city
boards and committees.
Councilman Boughton moved to appoint the following members to the
Zoning Board of Adjustment with their terms expiring as stated:
Violetta Burke Cooke, Chairman, 4/83

(Ne-appoint) Jack ]!pham, 4/84
(Gale ~agner) 4/~4
Councilman ninger seconded the motion which passed unanimously.
Councilman Jones moved to appoint the following to the Community
Center Advisory Board with term expirations as stated:
A1 Pedulla, Chairman,
Kristen Dahlen, 4/f{4
Vicky Reinke, 4/~4
Ann llazen, 4/83
John Richards, 4/83
Alternate: Betty Dean, 4/94
Councilman .~lemec seconded the motion which passed unanimously.
