Signing of proclamation designating the week of April 5, through
April 9, 1989. as League of Women Voter of Brazos County Week.
Mayor Halter stated that the signing of the proclamation for the League of Women Voters
Week had been postponed until a later date.
Agenda Item No. 2 - Signing of proclamation designating the week of April 25~ through
May 1, 1982 as Ccmmmmity Education Week.
Mayor Halter signed the proclamation designating the week of April 25-May 1, 1982 as
Comnunity Education Week C~m~anity Education representatives Danny Stribling, Ann
Palmer, and Carol Murphy briefly explained the program.
Council Concerns.
Councilman Ringer stated that he has had a load of trash on his curb for two weeks and
questioned why the sanitation department had not picked it up.
City Manager Bardell stated that he would check with the department and determine the
problem.
Councilman Ringer inquired about the status of Holleman St.
City Engineer Ash explained that the highway department has submitted a request for
additional right-of-way that the city must purchase. The R.O.W. agent is in the process
of getting a correct legal description of the R.O.W.
Councilman Ringer asked for the status of the bicycle plan.
City Engineer Ash stated that Traffic Engineer Black has not ccm~pleted the presentation
and it will be brought to the council in two weeks.
Councilman Boughton requested that the trash in the darrpseydumpsters be picked up mere
often due to heavy overflowing.
City Manager Bardell stated that he would check with Streets and Sanitation Department
Superintendent Alfred Miller regarding the trash pickup schedule for the dumpsters.

Councilman Jones requested that the road be repaired at the corner of FM 2818 and
Southwood Drive.
Councilman Runnels stated that the illumination lights at University Drive and College
Ave. are not working.
City Manager Bardell stated that he would bring the problem to the Electrical department's
attention.
Councilman Runnels inquired about the status of the street sweeping pro,am.
City Manager Bardell replied that the street sweeper has been broken and the diesel
engine is being rebuit so that it can be returned to service.
Mayor Halter asked if the city would be getting more R.O.W. for Nimitz Street.
City Planner Mayo stated that an additional 20 ft. of R.O.W. was being purchased.
Agenda Item No. 3 - Consideration of final plans for Anderson Park~ Brothers Pond Park~
and Raintree Park.
Asst. Parks and Recreation Director Czimskey presented the proposed plans for Raintree Park.
He stated that the design included a nature trail, a gazebo, a kiosk, play equipment, two
picnic units, and park signs. The budget for this park is approximately $50,000.00.
Parks Planner Mendez presented the proposed plans for Anderson Park. He stated that the
parking lot for Andersen Park had been reduced per an earlier request by the council.
Anderson Park will consist of 5 soccer fields, a support facility with restrocms and storage,
30 parking spaces, a passive recreation area, landscaped development, and a perimeter
development for pedestrian access and bicycle circulation. The budget is $9.09,500.
Parks Planner Mendez presented the proposed plans for Brothers Pond Park. He stated that the
park will included nature trails, a gazebo, play equipment, a kiosk, picnic units, area
lighting, signage, natural areas, fishing piers, a jogging track, and an athletic field.
The proposed budget is $97,000.00
Mayor Halter asked if the residents of Raintree were in favor of these plans.
Asst. Parks and Recreation Director Czimskey replied that they were in favor of the plans.
After futher discussion, Councilman Prause moved to approve the proposed plans on Raintree
Park.
Councilman Runnels seconded the motion which passed unanimously.
Councilman Dozier noted that isolated, heavily wooded park areas may be hazardous and
encourage crime, and that this trend is influencing park development in some urban areas.
He moved to approve the proposed plans on Anderson Park.
Councilman Ringer seconded the metion which passed unanimously.
Councilman Jones moved to approve the proposed plans on Brothers Pond Park.

Councilman tk~_ghton seconded the motion which passed unanimously.
Agenda Item No. 4 - Omummity A~ociation to die-cuss drainage in Brison Park and speeding
on Dexter St.
Duane Cote, president of the Ccam~nity Association, presented and explained the item.
He stated that drainage problems have occured in Brison Park. He requested that the
council consider the associations proposed solution. He asked the council to re-elevate
the slope into the creek where the water runs from the park and creates a turf bank.
City ~nager Bardell stated that the staff investigated this drainage-way in the past and
studied a proposed cost estimate to re-construct the slope as suggested. He stated that
the problem is mainly the trees in this area whichwould have to be removed. He said
that he will examine this proposal with the staff and report later.
Mr. Cote pointed out the problems caused byvehicles speeding on Dexter St. He shaved
slides of the road structure that leads to traffic accidents. He stated that the area
has been patrolled heavily in the last few weeks and the traffic has slowed somewhat.
City Planner Mayo presented a proposal to remove the section of Dexter between Thomas St.
and Winding Road and create a non-through street to discourage heavy traffic use of the
road.
City Engineer Ash stated that the completion of Welsh St. would help solve the problem
because Welsh St. would become amain passageway andwould be designed to acccmTodate
the traffic load sufficiently.
Larry Burnside, 1116 S. Dexter, stated hisbelief that the re-construction of Welsh St.
would help solve most the problems on Dexter, and that opening the cul-de-sac on Dexter
would not be a solution.
After additional discussion, the council decided to have heavy patrolling in that area
until further solutions can be studied.
