WORKSHOP CITY COUNCIL MEETING
WEDNESDAY, OCTOBER 13, 1982
4:00 P.M.

Agenda Item No. 1 - Council Concerns.
Mayor Halter stated that neither he nor Mayor Pro-tem Boughton would be
able to attend the Regular City Council Meeting on October 14th and
appointed Larry Ringer to serve as Mayor Pro-tem.
He also stated that the Council needed to decide on an alternate date for
the seconded November meeting since the regular meeting date falls on
Thanksgiving Day. Following discussion, the Council tentatively decided on
Tuesday afternoon, November 23rd at 4:00 p.m. for the meeting date.
Mayor Halter introduced Wally Brewster to the councilmembers. Mr. Brewster
will serve as Student Government Liaison to the Council.
He pointed out that the Energy Committee and a Charter Committee to review
the current charter provisions needed to meet for dicussion. He indicated
that members of the Energy Committee were Councilmen Ringer, Runnels, and
Jones. He appointed Councilman Ringer, Councilman Boughton, and himself to
serve on the Charter Committee.
Councilman Prause asked when re-construction of Tarrow St. would begin.
City Engineer Ash stated that they will begin work on Tarrow St. as soon as
Banks St. re-contruction is completed. Both streets were bid under one
contract.
Councilman Jones commented on the deterioration of pavement located at
Raintree Drive and Yorktown.
Councilman Runnels stated that deterioration problems are also apparent in

the pavement located on Southwest Parkway. He questioned why portions or
patches of paving appear to have been removed.
City Engineer Ash stated that, depending upon the location, some patches
were removed in the process of doing repairs. All of the problems will be
corrected as specific repairs.
Agenda Item No. 2 - Consideration of various salary_~djustments.
City Manager Bardell presented the item. He stated that the council
normally sets the salaries of the City Manager, City Attorney, City Judge,
and City Secretary. In the present budget, cost-of-living increases and
merit increases have been given to these positions. He suggested that the
Council form a committee to review the situation of all four positions and
report back to the Council at a later date.
The Council agreed to have the staffing committee which consists of
Councilmen Ringer, Boughton, and Jones review the situation and report
back. Councilman Prause volunteered to serve on this committee for
Councilman Boughton since she will be unable to attend. A meeting date
will be set and the City Manager is to be present.
Agenda Item No. 3 - Closed session to discuss pending litigation

The council moved to closed session and later reopened to the public.
Agenda Item No. 4 - Action on closed session.
Mayor Halter authorized that the City Manager to proceed in negotiations
with Lone Star Gas on proposed rate increase.
Agenda Item No. 5 - Adjourn.
Mayor Halter adjourned the meeting.
