SPECIAL WORKSHOP CITY COUNCIL MEETING
WEDNESDAY, APRIL 6, 1983
4:00 P.M.

Mayor Halter, Councilmen Ringer,
Runnels, Prause, Jones, McIlhaney, Boughton
COUNCIL MEMBERS ABSENT:

Mayor Halter signed a proclamation designating April 3-8 as "Week of the
Young Child".
Agenda Item No. 1 - Council Concerns.
Councilman Jones stated that street repairs were needed on Deacon between
Adrienne and Jennifer St.
Councilman Runnels stated that the Capital Improvements Committee has been
meeting regularly and invited old and new council members to attend.
Councilman Boughton asked the staff to notify the Council office when there
is a meeting that concerns councilmembers.
City Manager Bardell also included that a community calendar with all
community activities scheduled on it would solve the conflicts of two
meetings being scheduled at the same time.
Mayor Halter stated that the memo included in the packets regarding Cable
TV was included for the council's review only. There are no plans to
discuss the Cable situation.
Councilmembers agreed that the item needed to be discussed.

City Secretary Jones presented the item and explained the necessity for
recording the ballot information.
Councilman Ringer moved to approve Resolution No. 4-6-83-2.

Councilman Jones seconded the motion which passed unanimously.
Agenda Itg~_~o. 3 - Canvassing of Election returns.
The council reviewed the final tally of votes cast in the election of April
2, 1983.
Councilman Ringer moved approval of Resolution No. 4-6-83-3.
Councilman Jones seconded the motion which passed unanimously.
A~enda Item No. 4 - Swearing in of new council members.
Mayor Halter presented Councilman Ringer and Councilman Jones with a plaque
for their service to the city, a picture of the current city council, and
their name plates. Mayor Halter thanked both members for all the effort
they have given to the city.
Mayor Halter administered the oath of office to returning Councilman Prause
and presented him with a plaque for his service to the city, a picture of
the City Council, and a Certificate of Election.
Mayor Halter administered the oath of office to new members Vicky Reinke
and Gary Anderson and presented each with a Certificate of Election.
~enda Item No. 5 - Consideration of maintaining payroll transactions and
records for the Brazos Animal Shelter.
Mayor Halter presented the item. He indicated that the Brazos Animal
Shelter has requested that the City of College Station provide payroll
services for the employees of the Animal Shelter. Under this proposal,
the City will do the payroll for the Shelter and shall be reimbursed for
payroll associated expenses on a quarterly basis. The City will reimburse
the shelter for expenses for sheltering animals picked up in College
Station.
Councilman McIlhaney asked what the total payroll would be a month.
Finance Director VanDever replied approximately $4,000. per month.
Mayor Halter asked what the approximate cost of sheltering animals from
College Station is.
City Manager Bardell replied that the cost is approximately $700.00 per
month.
Councilman McIlhaney stated that she did not object to supporting the
animal shelter but she would like for it to have a time limit.
After further discussion, Councilman Runnels moved approval of providing

payroll services for the employees of the Brazos Animal Shelter.

Mayor Halter adjourned the meeting.
