WORKSHOP CITY COUNCIL MEETING
WEDNESDAY, FEBRUARY 23, 1983
4:00 P.M.

Councilman Runnels asked about the status of the street inventory.
Director of Capital Improvements Ash replied that the computerized
inventory and the figures on the cost of repair were ready.
Councilman Boughton indicated that part of the roadway on Nagle Street is
in very poor condition.
Councilman Jones announced that he had two items on the closed session
agenda for February 24th regarding land acquisition.
Mayor Halter asked that Councilmen remember their Capitol Improvements
Committee appointments for February 24th closed session.
Councilman Prause asked that the staff and Council review Plan 2000.
City Planner Mayo requested a special Workshop session be scheduled for
March 2 to discuss Plan 2000.
Councilmembers agreed to have the meeting on March 2nd at 4:00 p.m.
Councilman Nemec pointed out that the street light on Appomattox Drive at
Raintree was not working and has not been for quite some time.
Mayor Halter stated that he has a class that coincides with the time of the
Brazos Valley Development Committee meetings and requested that another
Councilmember take his place for the remainder of thef semester.

Councilman Ringer volunteered to attend.
Agenda Item No. 2 - Review of Council Committee Rule and Regulation
handbook.
Mayor Halter suggested a revision indicating that in the absence of the
Mayor and Mayor Pro-tem, the Councilmember with the most seniority would
preside. If two members have equal seniority, the councilman with the lower
place number would preside.
Mayor Halter presented the possibility of having visitors and speakers
record their names and addresses on cards before addressing the council.
Mayor Halter questioned councilmembers about the establishment of permanent
committees. Each councilmember would be a chairman of one committee.
He asked councilmembers to submit a list of committees on which they would
like to serve.
Councilman Ringer moved to amend the Rules of Procedures handbook to
include ~ paragraph on selecting a presiding officer when the Mayor and
Mayor Pro-tem are absent.
Councilman Runnels secounded the motion which passed unanimously.
Councilman Runnels moved to establish standard council committees.
Councilman Boughton seconded the motion which passed unanimously.
Agenda Item No. 3 - Presentation of Erosion Control Stu_~d~i
Asst. to the Zoning Official Dupies presented the 4-part Erosion Control
Study. He expressed that the problem of soil erosion in College Station is
costing the city and the citizens, and if this problem is not addressed in
the near future these costs will become increasingly burdensome. He
presented a table on the amount of soil losses and reviewed the dollar
amount it would take to replace the soil loss. The rains in the area are
characterized as the most erosive in Texas, but an erosion factor that can
controlled is the activity that occurs on the construction site. He showed
slides to illustrate the problems he reviewed.
Mr. Duane Garner, of S.C.S., explained what could be done about soil
erosion, suggesting effective methods and the equipment needed for some.
He expressed that the problem can be solved without much expense.
Asst. to the Zoning Official Dupies stated that the engineering department
is willing to work with builders and developers to find a solution to cut
down on the mud at construction sites.
Mayor Halter asked Mr. Bardell how enforceable a cleanup program was.

City Manager Bardell stated that the cost of enforcing a cleanup would be
in the inspection and supervison part of it.
Mayor Halter asked Mr. Dupies what he suggested be done about the runoff in
the streets.
Mr. Dupies suggested that Mr. Garner speak to builders regarding this
problem and what could be done about erosion. He felt that builders should
be required to do something about the runoff in the streets.
Councilman Jones suggested that a type of reward be given to builders who
consistently maintain cleanup of construction sites. After further
discussion, the council agreed that an incentive program for developers
would be more effective than trying to enforce regulations through a
penalty system.
Mayor Halter requested more concrete proposals be developed on erosion
control and suggested that Mr. Dupies discuss the problem with local
builders.
