Councilman Boughton expressed concern over the upcoming 1990 census. She requested that the city staff begin gearing up for it. She suggested that the planning staff start now so that the 1990 census will be more accurate than the previous one. Councilman Reinke, speaking for Councilman McIlhaney, requested that the Council designate a weekend for a workshop retreat. After discussing possible dates the Council decided that the retreat would have to be sometime in October~ Mayor Halter presented to Assistant City Manager VanDever a Certificate of Conformance in Financial Reporting given by the Municipal Finance Officers Association of the United States and Canada (MFOA) for the city's comprehensive annual financial report for the fiscal year ended June 30, 1982. The Certificate of Conformance is the highest form of recognition in the area of governmental accounting and financial reporting. Mayor Halter expressed concern about the parking situation at City Hall and stated that he has noticed an increasing number of employee vehicles parked in the lot between the fire station and City Hall. He requested that City employees return to parking in the temporary lot located on Francis Drive. Mayor Halter inquired about the completion date of the new p~rking lot behind City Hall. City Manager Bardell stated that completion of the lot would depend on the 003968 WORKSHOP CITY COUNCIL MEETING WEDNESDAY, JULY 27, 1983 PAGE 2 availability of the company laying the asphalt. AGENDA ITEM NO. 2 - Presentation of a Prelimiqary Report from the North Gate Committee. Daniel F. MacGilvray, Chairman of the Northgate Citizens' Committee, presented a preliminary report of recommendations for the North Gate area. Since November 1982, the committee has been gathering data on the 147 acres encompassed by the area under study. Chairman MacGilvray thanked the members of the committee and the city staff for their cooperation in preparing the report. He recognized Councilman Boughton, council liaison, for her contribution to the committee. Chairman MacGilvray stated that he would like to hold a public meeting in the North Gate area to discuss the report with the merchants. He requested that a formal meeting be scheduled for September, for presention of a written document to the Council. Chairman MacGilvray named five categories of recommended changes, as follows: parking, zoning, traffic, maintenance, and capital improvements. He pointed out that actions were to be implemented in three time phases, and stated that there were no drastic changes proposed but the problems would be addressed in orderly, well-organized steps. In each of the categories, problems were identified and recommendations were explained. Some of the suggestions included new zoning ordinances, city-owned parking lots, community workshops on commercial property rehabilitation, creation of a special Tax District, revision of North Gate parking schedule, special signalization on University Drive, and development of a mini-mall on Patricia Street. Mayor Halter questioned whether the use of a satellite parking facility would perhaps increase the overall problem of automobile storage in the North Gate area. Councilman Reinke asked if the merchants in the Northgate area had seen the report. Chairman MacGilvray replied that they had not. After further discussion, City Manager Bardell stated that the staff could do a preliminary feasibility study on a multi-story parking lot. Chairman MacGilvray requested that the possibility of a multi-story parking lot be explored. Mayor Halter asked for additional comments.
