WORKSHOP CITY COUNCIL MEETING
WEDNESDAY, JUNE 22, 1983
4:00 P.M.

Mayor Halter signed a proclamation designating the first Saturday before
July 20th to the Sunday after July 20th of every year as Space Week in
College Station.
Mayor Halter presented Councilman Anderson with a badge identifying him as
a member of the College Station City Council.
~enda Item No. 1 - Council Concerns.
Councilman Prause asked who was responsible for painting the stripes on the
streets.
Asst. City Manager/Finance Director VanDever replied that the Traffic
Engineer, John Black, was responsible for the painting of the stripes on
the streets.
Councilman McIlhaney stated that she did not see a sign located at the
landfill.
Asst. City Manager/Finance Director VanDever stated that he would have a
larger sign erected at the landfill.
A_~enda Item No. 2 - Presentation of the Teen Center Project.
Community Center Director Calliham presented the item. She stated that the
idea for the Teen Center came from looking at the building at the end of
the Community Center which needed to be renovated or torn down. A Teen
Center was proposed as a use for the building.
Recreation Superintendent Rodgers stated that she met with Susan Dashner,
who will be the program supervisor beginning July 1, and Peggy Calliham
regarding a type of recreational program that can be conducted at the
building. They also met with students and citizens for input into this

project. She explained the proposed plans for the program. She asked the
Council what the next step would be and where the money would come from.
Councilman Anderson asked if they had a lot of response to the
questionnaire that was sent out on the Teen Center.
Mrs. Rodgers replied that they did not receive the response they had hoped
for, but Community Education will be sending out a survey in the fall with
some questions on the Teen Center included. Citizens have volunteered to
serve on the board for the Teen Center.
Mayor Halter stated that he agreed the old building needed to be either
renovated or torn down.
Asst. City Manager/Finance Director VanDever stated that a concept for what
is needed to renovate the building should be completed before anyone can
bid on the project.
Community Center Director Calliham stated that she noticed drainage
problems by the building.
Councilman McIlhaney stated that the drainage problem needed to be checked
to see if it should be included in the renovation.
After further discussion, Councilman Anderson moved to direct the city
staff to determine what it would cost to renovate the building.
Councilman Reinke seconded the motion which passed unanimously.
Councilman Prause stated that the council should use the Community
Education survey in the fall to determine how the building should be used.
Agenda Item No. 3 - Council committee .report: Hotel/Motel Tax Budget.
Councilman Anderson indicated that he would abstain from Item No. 3.
Councilman Boughton stated that the Finance Committee met and recommended
that their former recommendation for expending the Hotel/Motel funds has
not been changed except for additional funding for the History project in
the amount of $5,000. She stated that the Council is not intending to cut
back on the budget for the Chamber of Commerce, but that the amount
requested is not available. The State Legislature has passed a bill that
will enable the city to raise the Hotel/Motel Tax rate by as much as 3%.
She suggested that the council direct the staff to prepare an ordinance to
raise the Hotel/Motel Tax rate. She stated that there has been comments
that the city is "biting the hand that feeds them" by not funding the
Chamber of Commerce's full request. She pointed out that the City of
College Station started the Tourist and Information Bureau and provided the
land, office space, utilities, etc. for same. She stated that the Council
has funded almost every request the Chamber of Commerce has made.

Asst. City Manager/Finance Director VanDever stated that the council will
fund the following if the budget is approved:
Stage Center $20,000
Arts Council $30,000
Chamber of Commerce $75,000 plus an additiona~ $25,000 in the ~ourth
quarter if the funds are available.
Athletic Federation $5,000
History Project $5,000
A Contingency of $2,067 will remain.
Councilman Boughton read a letter from Jim Wilson, President of the
StageCenter, stating that the StageCenter supports the Council's
recommendation of reducing the initial matching funds to the StageCenter
building fund from $50,000 to $20,000.
Councilman Boughton asked City Attorney Denton how long the Hotel/Motel Tax
bill would take before it is effective.
City Attorney Denton replied that he has not seen the bill and could not
answer the question.
~fter further discussion, Mayor Halter stated that this item will be
considered at the meeting of June 23, 1983.

The council moved to closed session and later reopened to the public.
Agenda Item No. 5 - Action on closed session.
There was no action taken.

Mayor Halter adjourned the meeting.
