SPECIAL WORKSHOP CITY COUNCIL MEETING
WEDNESDAY, JUNE 15, 1983
4:00 P.M.

Agenda Item No. 1 - Council Concerns.
Councilman Reinke stated that the road on Francis Street in front of Thomas
Park has been washed out. She stated that the grass on Jersey St.
between Dexter St. and Fairview needs to be mowed.
Councilman McIlhaney stated that the council should be aware of the state
law requiring hat new cemeteries be located outside of city limits. She
indicated that the council needs to consider designating property for an
additional cemetery.
~ayor Halter stated the City Affairs committee and the Development Policies
committee needs to meet and asked the members of each committee if they
could attend at the proposed times.
~genda Item No. 2 - Discussion of Capital Improvements proposals for
upcoming election on August 13, 1983.
Director of Capital Improvements Ash presented the item. He stated that
the attorneys and financial advisors have some problems with Proposition 6
9eing called "General Government" and suggested that it be changed to
"Public Building". The staff is waiting to hear from the attorneys
~egarding separating Proposition 6 into three cateHories: Fire, Police,
~nd Public Services. He stated that the Attorney General felt that Propositions
3, 9, and 10 should be combined since they are all related to streets. He
indicated that if the council wishes to bring Proposition 8 (Appomattox
)rive) to the ballot as one item, the Attorney GeneYal could wr~te the bonding
information accordingly.
~ouncilman Reinke stated that she felt all three propositions should remain
~eparated because combining them will increase one proposition to over
~13,000,000.
)irector of Capital Improvements Ash stated that Mr. Richards, of Baker and

Botts Attorneys, informed him that the Attorney General will probably not
approve the propositions unless No. 9 and 10 are combined.
Councilman Boughton asked how Mr. Ash felt about combining all three
propositions.
Director of Capital Improvements Ash replied that he felt that if the
propositions remain separate, he didn't see any problems with presenting
them to the citizens.
~r. Ash stated that should the city contract with Whalen Corporation on a
~astewater Treatment Plant, it will save approximately $4,000,000 on a
previously approved bond issue. This sum could be applied to Proposition 2
and reduce it from $9,500,000 to $5,500,000. The staff will make a
recommendation to the council regarding the contract at the next meeting.
~fter further discussion, Councilman Boughton moved to combine Propositions
and 10 and leave Proposition 8 separate.
~ouncilman McIlhaney seconded the motion which passed as follows:

%genda Item No. 3 - Presentation of park plan for 2300 acres.
2ity Planner Mayo presented a map with the proposed site plans for the
Industrial Park.
4r. Randall Pritchet explained how the area will be developed and what
~onstruction will occur in each phase.
)ennis Goehring, President of the Industrial Development Foundation,
introduced the members of the JAC Development from Houston who will be
~articipating in the proposed project. He introduced Andy Dolce, CDO of
Dolce Company, JoAnn King, Vice-President in charge of Marketing, Dave
~mith, Vice-President in charge of Sales, Dave Elmendorf, and Doug Sanders.
~ndy Dolce, President of the Dolce Company, spoke on J.A.C. Developers'
)roposed concept plans for the area. The stated that the plans include
~evelopemnt of a high quality sports club and country club, geared to local
residents and former students. Pre-development memberships will be
~vailable, and will start at approximately $2,500. Mr. Dolce stated that a
:onference center will be built to attract high tech industry and will
~eature sophistication of design and equipment. The project will require
~bout two years to develop fully.
)ave Elmendorf spoke on the success the project should have and it will
~ttract industrial businesses to this area.

Doug Sanders expressed his enthusiasm on being a part of this proposed
project. He stated that the plan is an ideal plan for this area and will
bring business to College Station.
Dave Smith, Vice-President in charge of Sales, stated that his
responsibility in this project is to see that the scope of the project is
profitable and successful. He felt that the project will be a success for
College Station business.
After further discussion, Councilman Reinke requested that the council
receive a copy of the proposed site plan for the area.
Mr. Andy Dolce concluded that College Station has been great to work with
on this project and hopes that College Station will serve as a model for
other cities.
Mayor Halter thanked the representatives of J.A.C. Developers for their
presentations.

Mayor Halter adjourned the meeting.
