WORKSHOP CITY COUNCIL MEETING
WEDNESDAY, OCTOBER 10, 1984

Agenda Item No. 1 - Council Concerns.
Councilman Reinke stated that there is still a problem with fire
ants at Thomas Park.
Councilman Runnels questioned the possibility of lengthening the
left-turn lane southbound on College Avenue at University Drive.
City Manager Bardell asked Traffic Engineer Black to contact the
Highway Department concerning this matter.
Councilman Boughton stated that she had been contacted by several
citizens concerning the possibility of establishing a library in
College Station.
Mayor Halter stated that an ad hoc committee was previously
appointed to study the matter and return some recommendations to
the Council for consideration. He listed some options the city
has concerning this matter as follows: (1) The city could con-
struct a branch library in College Station; (2) The city could
rent store front property and locate a library there; and, (3)
The city could construct its own library.
Councilman Prause noted that he had received some phone calls
concerning this matter.

Councilman McIlhaney stated that a book drop is another
possibility.
Mayor Halter asked that interested citizens fill out an applica-
tion for appointment to a committee to study the feasibility of
locating a library in College Station. He noted that the Coun-
cil will make appointments to the committee in one month. He
requested that the city staff prepare a news release to inform
interested citizens of the proposed committee.
Councilman Boughton stated that due to the lack of striping on
Southwest Parkway to the east of Texas Avenue there is a problem
determining lane assignments. She asked if the city could
provide some solution to the problem.
Director of Capital Improvements Ash stated that the street will
be restriped when the city obtains the use of the Highway
Department's striper.
Traffic Engineer Black stated that the city could provide
temporary striping until the Highway Department's striper is
available.
Councilman McIlhaney asked about the status of maintenance of the
Bee Creek drainage ditch.
City Manager Bardell stated that he has discussed the matter with
Public Services Director Miller and Assistant Public Services
Director Epps. He noted that some work has been done on the
ditch on the west side of Rio Grande. He also noted that the
city will be doing some maintenance work on the creek ia the area
between Langford and Southwood.
Mayor Halter stated that a meeting of the Industrial Park
Development Council Committee needs to be scheduled to discuss
with city staff some proposals for sewage treatment within "The
Parks".
The Industrial Park Development Council Committee concurred to
meet on October 15, 1984, at 9:00 A.M.
Mayor Halter stated the urgency for getting the Comprehensive
Drainage Citizen Committee appointed.
Councilman Boughton asked why city employees were cutting grass
and weeds off the curb and gutter on Dexter and Thomas Streets.
City Manager Bardell stated that those streets are on the list to
be seal coated.

Mayor Halter noted that there are some bad cracks, previously
there, showing through the new seal coat on Walton where it turns
into Kyle.
City Manger Bardell stated that the city has been filling in
these cracks since 1962. He explained that there is either an
old creek bed or bad fault running through this area.
Agenda Item No. 2 - CIP Report.
Assistant City Manager VanDever presented the item. He noted
that the CIP Report presented to the Council is the proposed for-
mat for a monthly report. He stated that monthly reporting of
this information might be too repetitous and suggested that the
Council might prefer to review the information quarterly. He
asked if the Council would prefer a formal presentation or a
written report. He explained the different aspects of the report
and noted that only projects underway are included.
The Council concurred to have written reports submitted quarter-
ly.
Councilman Runnels requested that the report also address those
projects that have not been started.
Councilman Reinke suggested that the form for the quarterly CIP
Report list the projects in the same sequence as they are listed
in the CIP Book. She asked what has been done on the renovatior%
of the old city hall building. She stated her appreciation fo~
the CIP Report submitted by the Parks Department.
Assistant City Manager VanDever stated that some engineering work
has been done on the old city hall building.
Councilman McIlhaney asked a question concerning the funds ex-
pended for the elevated water tank.
City Manager Bardell stated that the funds shown were expended on
engineering work.
Following the presentation of the CIP Report, there was some
discussion about including in the report more specific descrip-
tions of how bond monies are being expended.

Agenda Item No. 3 - Discussion of Remarking Holleman Drive.
Mayor Halter stated that the City Council addressed this matter
at the September 26, 1984 workshop meeting and this report is in
response to that discussion. He noted that the staff has pro-
vided cost estimates for work that would change the present mark-
ing of four thru-lanes to two thru-lanes plus a continuous left-
turn lane and two bike lanes (similar to the present lane mark-
ing on Southwest Parkway). He requested that the staff provide
an explanation of the difference between Alternate A and B.
Director of Capital Improvements Ash explained that Alternate A
involves the transition section from four lanes to two. He noted
that Alternate A is the proposal that the city had presented to
the Highway Department.
Councilman Runnels asked why the entire street will require re-
surfacing.
Director of Capital Improvements Ash stated that it would be al-
most impossible to patch just where the buttons have been re-
moved.
Councilman Boughton expressed her concern with Alternate B, ex-
tending the bike lane to Wellborn Road, which would generate an
increase in bike traffic on Wellborn Road. She pointed out that
Alternate A will leave the four lanes at Wellborn Road which
provides better access onto Wellborn.
Mr. Jerry Cooper, 602 Bell, stated that Alternate A will be
sufficient to remedy the problems he had presented. He asked the
cost of Alternate A.
Director of Capital Improvements Ash said that the estimated cost
is $22,900.
Councilman McIlhaney asked if there is adequate funding for this
project.
Director of Capital Improvements Ash stated that this project can
be paid from the 1984 Bond monies.
Councilman Reinke asked what the timeframe for the project will
be.
Director of Capital Improvements Ash explained the procedures
that must be followed. He noted that completion of the project
will take approximately six months.

Councilman Boughton moved to direct the city staff to proceed
with Alternate A.
Councilman Reinke seconded the motion which was approved
unanimously, 7-0.
A~enda Item No. 4 - Discussion of traffic signal construction.
Director of Capital Improvements Ash presented the item. He re-
ferred to information in the packets provided by Traffic Engineer
Black.
Councilman Reinke asked why the cost of the signal at Southwood
Drive is $20,000.00 instead of $50,000.00 like the rest of the
signals listed.
Traffic Engineer Black explained that the cost of the signal at
Southwood Drive is less because it is the reconstruction of a
signal that was there previously.
Councilman McIlhaney asked when the project to widen FM2818 is
scheduled for completion. Director of Capital Improvements Ash
stated that the question of a completion date will have to be di-
rected to the Highway Department.
Councilman Reinke asked if Nos. 4, 7 and 8 could be constructed
before the summer of 1985.
Director of Capital Improvements Ash explained the process that
must be completed prior to constructing the signals. He noted
that the staff will work to try and speed the process up.
Councilman Boughton asked if Nos. 7 and 8 have approved war-
rants. Traffic Engineer Black replied negatively.
Councilman Runnels asked if the proposed signals at Glade and
$outhwood will be coordinated as a single intersection. Traffic
Engineer Black stated that the intersection will be similar to
the Dartmouth-Munson signal, but will not have the medians.
Councilman Runnels asked if the existing speed limits on Wellborn
Road will be too high for traffic to stop at the proposed signals
at Holleman and Southwest Parkway. Director of Capital Improve-
ments Ash stated that the city will request that the Highway De-
partment make some speed studies on Wellborn Road after the sig-
nals are installed.
City Manager Bardell stated that the pot hole patcher authorized
by the Council has arrived.

Councilman Boughton stated that the city has been doing a tremen-
dous job maintaining the city streets.
Mayor Halter stated that the city had received a letter from
Southern Pacific Railroad acknowledging that they have the
proposed contract in hand and they are proceeding.
