SPECIAL CITY COUNCIL MEETING
TUESDAY, MAY 1, 1984
5:00 P.M.

Mayor Halter called the meeting to order at 5:00 P.M. He announced that
advertisements for the position of City Attorney would soon be released.
He also announced arrangements for the Council's Goal Setting Retreat to be
held on May 4-5, 1984. He further stated that copies of the budget for the
Brazos Animal Shelter are now available.
Councilman McIlhaney stated that she had Qbtained copies of a report
compiled by John M. Mason, Assistant Professor of Civil Engineering at
Texas A&M University, which she would provide for the Council's review.
The report consisted of a draft of a research paper entitled "Development
of a Stormwater Management Plan" and a survey of erosion and sedimentation
control practices conducted by Mr. Mason. The research paper was written
in cooperation with the City of Bryan in an effort to develop a plan that
provided for various management procedures and techniques to administer an
effective flood control program and to develop a drainage basin master plan
of capital/developer required improvements.
Mayor Halter stated that an item concerning this matter would be on the
Agenda for the City Council's May 10th meeting. He further stated that he
would invite Mr. Mason to come before the Council and explain the report.

The Council moved to closed session and later reopened to the public.

Councilman Runnels moved to appoint Claude Davis as Municipal City Judge
and Philip Banks as Assistant Municipal Judge, each to serve a two-year
term concurrent with that of the mayor.
Councilman Boughton seconded the motion which was approved unanimously,
7-0.
Councilman Boughton moved to appoint Kay Choate to the Municipal Court
Clerk position, for a two year term concurrent with that of the mayor.
Councilman Anderson seconded the motion which was approved unanimously,
7-0.
Councilman Prause moved to re-appoint Harry Lipscomb (4/86) and to appoint
a representative to be designated by St. Joseph's Hospital to the Ambulance
Advisory Committee
Councilman Anderson seconded the motion which was approved unanimously,
7-0.
Councilman McIlhaney moved to re-appoint Peggy Owens (4/86), Mary Eckles
(4/86), Virginia Abbott (4/86), Ruby Morse (4/86), and to appoint Eileen
Kramer (4/86) to the Cemetery Committee.
Councilman Reinke seconded the motion which was approved unanimously, 7-0.
Councilman McIlhaney moved to re-appoint Jelena Djuric (4/86), Rosalie
Gross (4/86), and to appoint Sarah Bednarz (4/86), Joyce DiBacco (4/86),
Len Gallagher (4/86), and John Gudelman (4/86) to the Community Appearance
Committee.
Councilman Reinke seconded the motion which was approved unanimously, 7-0.
Councilman Reinke moved to re-appoint Frank Coulter, (4/86), Douglas Venuti
(previously serving as alternate) (4/86), and Betty Dean (4/86) to the
Community Center Advisory Board; to re-appoint N.K. Waggoner as Alternate
(4/86) and to appoint Joan Lamkin to replace Douglas Venuti as Alternate
(4/85); and to appoint Frank Coulter as chairman.
Councilman McIlhaney seconded the motion which was approved unanimously,
7-0.
Councilman McIlhaney moved to appoint Coy Perry (4/86) to replace George
Ford and re-appoint John Denison (4/86) to the Electrical Examining Board.
Councilman Anderson seconded the motion which was approved unanimously,
7-0.
Councilman Boughton moved to re-appoint Judy LeUnes (4/86) as Chairman, to
re-appoint Donita Haden (4/86) and Willard Worley (4/86) and to appoint

Michael J. Walterscheidt (4/86) to the Parks and Recreation Board.
Councilman Anderson seconded the motion which was approved unanimously,
7-0.
Councilman McIlhaney moved to appoint Celia Stallings (4/86), David Brochu
(4/86), Terri Tongco (4/86), and Dan MacGilvray (4/86) to the Planning and
Zoning Commission, and to appoint commissioner Stephen Hanson (4/85) as
Chairman.
Councilman Boughton seconded the motion which was approved unanimously,
7-0.
Councilman Runnels moved to re-appoint Charles Zipp (4/86), Howard
Goldsmith (4/86), Bruce Pace (4/86), Dick Legener (4/86), and to appoint
Peter Canizaro IV (4/86) and Dwight Scott Miller (4/86) to the Safety
Committee.
Councilman Prause seconded the motion which was approved unanimously, 7-0.
Councilman Boughton moved to re-appoint Gale Wagner (4/86), Jack Upham
(4/86), J. Spencer Wendt (4/86); to appoint J.P. McGuirk (4/85) to replace
Dan MacGilvray; to appoint as Alternate James E. Fry (4/85) in the place of
J.P. McGuirk; and to re-appoint Dorothy Meyer (4/86) to the Zoning Board of
Adjustments.
Councilman Reinke seconded the motion which was approved unanimously, 7-0.
Ail appointments are to become effective on May 15, 1984.

Mayor Halter adjourned the meeting.
