HomeMy WebLinkAbout05-09-85-10 - Resolution - 05/09/1985RESOLUTION NO. 05-09-85-10 WHEREAS, on the 9th day of May, 1985, the City Council met in its regular meeting and considered a proposed agreement between the College Station Fire Department, the College Station Air Traffic Control Tower, the College Station Flight Service Station, and Easterwood Airport for emergency notification procedures for crash, fire, and rescue (CFR); and WHEREAS, the City Council found that such agreement is necessary to establish the procedures to be followed when an emergency occurs at Easterwood Airport requiring CFR response; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION, TEXAS, THAT: Fire Chief Douglas Landua is hereby authorized to execute the Letter of Agreement between the College Station Fire Department, the College Station Air Traffic Control Tower, the College Station Flight Service Station, and Easterwood Airport for emergency notification procedures for crash, fire, and rescue (CFR), a copy of which is attached hereto. APPROVE ATTEST: 00&92a LETTER OF AGREEMENT BETWEEN COLLEGE STATION FIRE DEPARTMENT, COLLEGE STATION AIR TRAFFIC CONTROL TOWER, COLLEGE STATION FLIGHT SERVICE STATION, AND EASTERWOOD AIRPORT EFFECTIVE: April 15, 1985 SUBJECT: EMERGENCY NOTIFICATION PROCEDURES FOR CRASH, FIRE, AND RESCUE (CFR) 1. PURPOSE. This agreement establishes the procedures to be followed when an emergency occurs at Easterwood Airport requiring CFR response. 2. PROCEDURES. When emergency CFR response is required at Easterwood Airport, the following procedures shall be followed: A. When the Control Tower is in operation the controllers will: 1. Activate the emergency signaling device (Klaxton) to alert airport personnel. 2. Notify Line Service via either telephone (845-4811) or ground control (121.7) and state the nature of the emergency. 3. In the event of a crash on or near the Airport, (Alert 3 status), after completing steps 1 and 2, Control Tower will notify CSFD @ 911. B. Easterwood Line Service, upon notification of an emergency: 1. Will immediately proceed to position 1 with the CFR vehicle and contact Ground Control for further information. 2. Will determine the alert status of the emergency, either Alert 1, 2, or 3. 3. If Alert 2 or 3 status, Line Service will summons the CSFO @ 764-3700. If an Alert 2 or 3 status, Line Service will also open the main gate and issue a radio and directions to the Fire Department upon their arrival on the airfield. e If the Line Service determines that an emergency exists on the airfield, they will advise the Control Tower of the nature of the emergency and of any assistance needed from the Tower. 6. Notify management personnel of the nature and extent of the emergency. When emergency medical service (ambulance) is required to meet Military Air Evac flights or civilian Life Guard (Life Flight) flights: 1. All such requests will be coordinated through Easterwood Line Service to avoid duplicate requests. 2. Ambulance service will be provided by CSFD. .0&925 Page -2- EMERGENCY NOTIFICATION PROCEDURES FOR CRASH, FIRE, AND RESCUE (CFR) D. Structural and other fires on Airport: Ail structural or other non-aircraft related fires will be reported to Line Service where a determination will be made as to the extent of back-up service required. Between the hours of 2200 to 0600 (local time), Monday thru Friday, and 2200 to 0700 (local time) Saturday and Sunday, the College Station Fire Department will provide CFR response for all emergencies at the Airport. During this time, if an emergency occurs at the Airport, the Control Tower, if in operation, or the Flight Service Station if the Control Tower is not in operation, will notify: 1.
