HomeMy WebLinkAbout12-10-87-10 - Resolution - 12/10/1987RESOLUTION NO. 12-10-87-10 A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE AN AGREE~E~T BETWEEN THE CITY OF COLLEGE STATION AND AN ENGINEERiIiG CON- SULTING FIRM FOR A STUDY ON THE QUESTION OF FUTURE POI{ER SUPPLY FOR THE CITY. WHEREAS, on the llth day of November, 1987, the City Council held a meeting, notice of which having been duly given, and at that time discussed the city's need for a long term power supply contract to provide the most economical electrical energy costs possible for the city's customers; and, WIIEREAS, the City Council of the City of College Station, Texas, determined that the best interest of the city would be served by providing early direction and planning for a source of future power to supply the city into the twenty-first century; and, WHEREAS, the City Council further determined that the city has a current need to review and evaluate the position of the city in relation to the proposed hydroelectric project on Lake Livingston to be built by the Trinity River Authority; and, WHEREAS, in order to address these issues, the City Council directed that Requests for Proposals be prepared and submitted for the purpose of obtaining the ser- vices of a consulting engineering firm to study and evaluate alternatives available to the city; and, WHEREAS, through the direction of the Council, said Proposals were sought and were received, and an Agreement to obtain such services is herewith proposed. ,.. -.~ APPROVED: NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of College Station, Texas, that the Mayor is hereby authorized to execute the AGREEMENT, attached hereto, with Burns and McDonald , engineering consultants. AGREEMENT FOR PROFESSIONAL CONSULTING SERVICES FOR REPORTS, STUDIES AND CONSULTATION ENGINEER'S PROJECT NO. 87-261-4 THIS AGREEMENT is made as of. December 9 College Station ,1987. by and between City of ("Client") and Burns & McDonnell Engineering Company, Inc. ("Eng,neer"), a Missouri corporation specializing professional consulting services. Client and Engineer, in consideration of the,r mutual covenants, agree as follows' Client wishes Engineer to perform professional consulting services, and to provide professional consultation and advice for a professional fee (as set forth below) in connection with a Power Supply Study (the' 'Project") SCOPE OF SERVICES TheScopeofServicestobeprovidedbyEngineer, inconnection wlththisAgreement, isasfoilows: 1. Update the economics of the 1983 Lake Livingston hydroelectric study. Engineer will review selected technical areas but will not evaluate basic operational and cost parameters such as energy output and capital costs. Conduct an independent evaluation of the Client's participation in the Lone Star Municipal Power Agency. The results of this review will be summarized in a letter report. Review and evaluate the City's present power supply situation. This will include a meeting at the Client's offices to obtain data and discuss current power supply situation. 4. Discuss a methodology and analytical structure for the evaluation of future alternatives. Determine, review and evaluate the City's future power supply alternatives. This will include assistance by the Client in the clarification and completeness of information received. Develop a detailed plan for the economic development of the City's power supply through 2010. It is anticipated that a meeting will be held at the Engineer's offices sometime during this phase of the study. Make reconnaissance grada estimates for any required transmission and substation investments required to support the potential power supply options. 8. Develop projected operating results and sensitivities for the five more practical power supply alternatives investigated. 9. Deliver monthly progress updates, task summary reports and a final project report. 10. Present the final report at the time and place to be designated by the City. The Client hereby designates Mr. John C. Woody to act as Client's representative with respect to the services to be performed under this agreement. Th~s person has complete authority to transmit instructions, receive information, interpret and define Client's poi,meg and dec,stuns with respect to the Project and other matters pert,nent to Engmeer's services covered by this Agreement. TERMS AND CONDITIONS The attached TERMS AND CONDITIONS FOR PROFESSIONAL CONSULTING SERVICES dated AuRust 1, 1987 are incorporated by reference in and made a part of this Agreement. COMPENSATION For the scope of services described herein, the Engineer shah bill the Client and Client shall pay the Engineer the lump sum amount of: Fir:fy thousan~ dollars ($ 50,000 ). Engineer shall submit statements to Chent according to the following schedule: Beginnning in December 1987 and continuing on a monthly basis throughout the Project.
