A RESOLUTION AUTHORIZING THE MAYOR TO SIGN A LETTER AGREEMENT
FOR THE CONVERSION AND OPERATION OF AN INTERJURISDICTIO"AL
EMERGENCY MOBILE COMMUNICATION AND GOVERNMENTAL CO~4AND
CENTER VEHICLE; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS,
the City of College Station is a Home Rule City
duly organized and operating under the Constitution
and laws of the state of Texas; and
WHEREAS,
one of the most critical responsibilities of govern-
ment is to protect and provide for the welfare of
its citizens during times of emergency and disaster;
and
WHEREAS,
the City of College Station has the power to enter
into interlocal governmental agreements in the
furtherance of that end; and
WHEREAS,
the City of College Station, Brazos County, the
City of Bryan, and Texas A&M University are desirous
of making and using an interjurisdictional emergency__
mobile communication and command center vehicle;
NOW, THEREFORE BE IT RESOLVED BY THE COLLEGE STATION CITY
COUNCIL THAT:
The Mayor is hereby authorized to sign on behalf of the City
a Letter of Agreement For the Conversion and Operation of an
Interjurisdictional Emergency Mobile Communications and
Command Center Vehicle.
A true and correct copy of the agreement is attached to this
resolution as Exhibit "A" and is incorporated herein by this
reference for all purposes.
This resolution shall be effective immediately upon its adop-
tion.
PASSED, APPROVED, AND ADOPTED this 10th day of December
1987.

LETTER OF AGREEMENT FOR THE CONVERSION AND OPERATION OF
AN INTER-JURISDICTIONAL EMERGENCY MOBILE COMMUNICATIONS
AND COMMAND CENTER VEHICLE
Bryan, Brazos County, College Station and Texas A&M University
agrees to join in an emergency management/civil defense inter-
agency project to provide necessary equipment to convert a twenty-
four passenger bus and maintain it as an Emergency Mobile Command
Post and Communication Center to be available for use upon call by
any authorized EmergeRcy Public Safety Agency in Brazos County
when needed for an emergency or disaster.
Texas A&M Police Department agrees to provide free of charge a
twenty-four passenger, 1984 diesel bus for conversion to a Mobile
Emergency Command Post as their contribution.
The cities of Bryan and College Station agrees to maintain the
unit in their respective political subdivisions on a rotational
basis as agreed upon by the Emergency Coordinators and have the
unit available on a twenty-four hour dispatch basis for response
to any emergency call from any authorized official within Brazos
County. The political subdivision will provide fueling, periodic
equipment, operation checks and routine maintenance service while
unit is located in their respective political subdivision.
Brazos County will accept title to the vehicle and provide
liability insurance.
The Brazos County Inter-Jurisdictional Emergency Management/Civil
Defense Office will act as the coordinating agency for vehicle use
planning, conversion, modification and equipment recommendations
needs as recommended by the City and County Emergency
Management/Civil Defense Coordinators.
Ail non-available, services, equipment, modification and major
maintenance costs will be submitted to the proper officials of
Brazos County, Bryan, and College Station for approval and funding
determination.

No expenditures or financial commitments will be made without
prior proper approval of the authorizing officials of the county
or cities.
