Governor Hobby has announced a $1.1 bzllzon "BUILD~ ~ TEXAS" plan initiated to finance public projects, ~ provide jobs and boost the sagging economy; and, '"'?' ~ WHEREAS, the "BUILD TEXAS" program depends upon legislation ~ ~. proposed to authorize $300 million in general obliga- ~i tion bonds for the construction of prisons, youth correction facilities, and mental health/mental retar- · " dation facilities; $400 million in general obligation bonds for water projects, including water supply, water quality and flood control; and, $400 million in ., general obligation bonds for public facility loans and grants to local governments; and WHEREAS, WHEREAS, in order that "BUILD TEXAS" projects become a reality, the State Legislature must adopt S.J.R. 54, S.J.R. 55, S.J.R. 56, H.B. 4, n.B. 1406, and S.B. 1407; also, the voters must accept a constitutional amendment to be voted on November 3, 1987; and, the benefits to be derived from the "BUILD TEXAS" pro- gram for municipalities will include the availability of additional funds for jails, parks, airports, libra- ries, convention centers, and other public buildings; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION, TEXAS, THAT the city recognizes the value endorses the concept and objectives of the "BUILD TEXAS" program supports the adoption of the enabling legislation, and all citizens to consider the benefits and to approve the three components of the program when presented at the polls in November 1987.
