Agenda Item No. 1 - Council Concerns. Mayor Ringer reported that Kandy Rose from the Chamber of Com- merce asked the City of College Station to host an open house on February 16, 1988. This reception will give the public an op- portunity to hear the Councilmen speak on different issues. Mayor Ringer asked if staff has been working with the bidder for the lease of the old city hall property. Mr. Cole responded that the City Attorney and Assistant City Manager have worked with Mr. and Mrs. Anz and will bring an update to Council at a later date. Agenda Item No. 2 - City Manager Concerns. City Manager Cole reported no concerns. 06348 CITY COUNCIL WORKSHOP MEETING WEDNESDAY, SEPTEMBER 9, 1987 Page 2 Agenda Item No. 3 - Presentation of formal proposals for pro- fessional services related to the proposed Wolf Pen Creek park and drainage improvements pro~ect. Assistant City Engineer Smith introduced this item. He stated that the three firms represented at the meeting were selected by the Capital Improvements Committee from a group of qualifications submitted to the City. The first presenter was Mr. Gene Schrickel of Schrickel, Rollins, & Associates of Arlington, Texas. He began by explaining that the firm is a multi-discipline professional staff with extensive experience in flood plain planning and design. He stated that the project team of Schrickel, Rollins, & Associates and Kling Engineering & Surveying will coordinate together to plan the de- velopment of Wolf Pen Creek Park and Drainage Plan. Mr. Schrickel presented slides illustrating projects in which the firm has been involved. Several slides showed the existing Wolf Pen Creek site. Councilman McIlhaney inquired about the firm's participation with multi-owners of a project. Mr. Schrickel responded that his com- pany has not been associated with a project exactly like the Wolf Pen Creek project, but the firm has experience in dealing with private owners in easement development in a city. Councilman Gardner asked if the firm had experience in the con- cept of basic land use involving rezoning from commercial to residential. Mr. Schrickel replied that the firm has partici- pated in a number of land use studies and zoning cases. Council- man Gardner asked Mr. Schrickel if he envisioned a task force made up of owners to facilitate "upzoning" or "downzoning". Mr. Schrickel commented that the owners should definitely be in- volved, and added that the City should establish this committee at the beginning of the project. The next presenter was J.T. Dunkin & Associates of Dallas, Texas. Mr. J.T. Dunkin explained that his firm has worked closely with Nathan Maier, Consulting Engineers of Dallas, Texas on several park planning projects. Mr. Ervin Meyer came foward to briefly explain the projects which his firm has completed in cooperation with J.T. Dunkin and the similarity of these projects to the one for Wolf Pen Creek. CITY COUNCIL WORKSHOP MEETING WEDNESDAY, SEPTEMBER 9, 1987 Page 3 Mr. Dunkin gave a brief synopsis for each of the four phases to be conducted, as follows: Phase I - Data Collection and Anal- ysis; Phase II - Steering Committee; Phase III - Master Plan; and, Phase IV - Grant Application. Mr. Dunkin noted that the final Master Plan and the grant application should be ready for submission to the Texas Parks and Wildlife Department by January 31, 1988. Mr. Ervin Meyer of Nathan Maier, Consulting Engineers, addressed the analysis process of the hydrology factors and hydraulics for the Wolf Pen Creek Project. Mr. Dunkin presented several slides illustrating the firm's in- volvement in projects related to flood prone areas. Councilman Gardner asked Mr. Dunkin for his opinion on the initiation of a Steering Committee. Mr. Dunkin replied that he feels it is the responsibility of the Council to appoint members to the Committee and this Cor, mittee should be formed initially. The final presenter was Mr. Ned Walton, president of Walton & Associates. He introduced members of the project team, and pre- sented a brief overview of the project team's goals. Mr. Rowland Jackson of Myrick Newman Dahlberg & Partners, Inc., consultants and part of the project team of Walton & Associates, narrated a slide presentation; he discussed the work program and the schedule leading to the finished product. Mr. Walton discussed four areas to be addressed in the develop- ment of Wolf Pen Creek, as follows: 1) drainage and stormwater management; 2) planning and urban development; 3) parks and recreation; and, 4) funding. Councilman Haddox asked Mr. Walton if his firm would partici- pate in community meetings and become involved with the public during the process. Mr. Walton replied that the firm's interest and involvement with the public is essential. Councilman Brown asked if he could recall the time appropriated by the City Staff on this project. Mr. Walton responded that this project will require dedication by the city staff, but at the same time, should not interfere with their daily jobs. ,06350 CITY COUNCIL WORKSHOP MEETING WEDNESDAY, SEPTEMBER 9, 1987 Page 4 Councilman McIlhaney inquired about the firm's ability to iden- tify major needs and priorities after the final plan has been completed; she noted that total funding may not be immediately available. Mr. Walton stated that the funding phases will con- tinue to be addressed. Councilman Haddox asked Mr. Dunkin if he feels the firm will be available to address the public's needs and questions toward this project. Mr. Dunkin replied that the consultant is the person who acts as an agent of the City and presents ideas and the im- plementation of the project to the people. Mr. Schrickel responded to the same question by stating that his firm would act as a representative for the City to the private and public sector. Mayor Ringer thanked the consultants for attending the meeting and presenting quality proposals. Agenda Item No. 4 - Adjourn. Mayor Ringer adjourned the meeting at 5:25 P.M.
